balth faction can be bought through paying a good team/guild to take you to gvg or HA with them through services.

But ya zkeys should have been like zcoins untradeable from the beginning. But anet may have made some real money with extra accounts being bought.

Balthz Faction ca be bought DIRECTLY by purchasen flames of Balthazar.
They cost only 2 Silver Zcoins, that's around 1k each.
