The Sniper
Apologies if this has been suggested. The idea for this actually comes from Ebon Vangard Sniper Support. I love the idea of having a lay in wait kind of character. Attributes would include things like climb, remain unseen, accuracy and range. That means you need to put more points into higher accuracy and range, leaving less points for other things, in order to be both accurate and able to attack at a greater distance than normal aggro.
Weapon of choice would be a light crossbow or something similar. I've always felt crossbows were missing in GW. Even a rifle, if there will be gun powder in the world could be considered.
Think of an active trapper. Waiting for a party of foes to come into range, which might even be greater than aggro, and then picking them off, one by one. Less defensive abilities, because they do tend to find ways to hide in shadows, or to vanish into the action of a situation.
Possible Skills...
Supershot - Similar to Ebon Vanguard Sniper Support
Remain Still - Creatures in aggro have a % chance of completely not seeing you, and might simply pass you by without attacking. Naturally, once you attack, the skill is broken. A similar skill to this might be camouflage.
Climb- Skills for climbing could be broken down into types. Climb tree, Climb sheer stone wall, climb ice wall, etc.
Distraction - The ability to throw your voice to get people to look places other than where you are.
Arrow Trap.. Place a trap on the ground, that remains there, until you trigger it with a shot. This way, there's no time limit or duration, nor can it be triggered accidentally by someone wandering in. There may be a built in chance to miss the trigger that springs the trap.
Possum - You play dead in an attempt to draw a foe in to investigate. When you attack after playing possum, you get two attacks immediately, before the person recovers and can attack.
Wind Rustle - Create a breeze that disturbs foliage enough to cover the sounds of your passage.
Track - Follow someone who is ahead of you, on certain types of terrain.
These are just a few ideas, I'm sure others will follow.

Ok, thats kind of what a ranger is, i like it, but it's more, strategic and FPS than mmorpg. Aggro is a built in concept, and cant be altered, so "looking the other way and passing" would completely rip the game logics. It's like using a skill to get a VS from a chestdrop. I would sign it if it wasnt already in the game, and the concept is ahead of its time, or partially used. Great thinking though, maybe come up with something similar.

I think it would be cool if such a class could actually look through the scope on either there cross bow or rifle, and land headshots that way. Their accuracy attribute could contribute to how still you can hold the weapon, the higher the attribute the less your scope moves around. This would certainly add FPS elements to the game, but the idea of a skill bar would still apply. Perhaps such a class can not simply auto attack with there weapon, but every attack has to originate with a skill, so when you get the cross hairs on their head, you click some sort of attack skill. Maybe for each body part you hit there is a certain effect, like head shots could always result in critical strikes, or cause dazed, and shots in the legs could cause crippled, a shot in the foot could cause knockdown.

You could maybe make it a PvE mini game for the Vanguard only, have it be like a training game that earns reputation, like polymock/boxing :P

Helix, it's not quite what a ranger is like, because rangers don't have quite the same angle on how they do things. This class isn't a guy that runs into a battle, like a ranger, thus it's specialized.
What makes this different from a ranger are a) stealth skills, which mean aggro works differently for this class, and b) having attributes that give you a choice of more accuracy or more range, by adding points to those areas, as opposed to rangers, where range is simply a function of the type of bow you use.
The fact is, for a roleplayer, this would be as different from a ranger, as a dervish is from a warrior. They're both melee classes, they do have certain similarities, but that's it.
I can think of dozens of skills that would make this a drastic departure from a ranger.

There isn't any place in an MMO like GW for a hand-eye coordinated attack. It would take the entire game to a place where a lot of people would simply ignore the class. I wouldn't want to play the class if it was created as you described it.

I think my idea would be fun, it would kind of take the game play one step higher, as you would be keeping the skill system of the mmo, along with the team tactics, all that, and adding in more advanced control and aim mechanisms. I'm actually programming a game that combines a complex skill system just like GW's, with side scrolling action, and uses the mouse as a cursor to aim spells, from projectiles to ice storms. Its actually really fun to play, I think merging mmo skill systems with more action aiming/movement intensive genres creates very interesting results. Anyways, I am getting off topic, your idea is cool, one thing I noticed is that some of the skills are obviously aimed at PvE. How would this character work in PvP?

Fail. Terrible idea. Not worth mentioning. Dont expect anything to be added into Guildwars 1. And if they put gun powder in Guildwars I would cross that off my list before taking a look at it.

Um, never gonna happen, and things like the climb option, and all those skills you just mentioned are way too high tec, and Arenanet would have to create a whole different level of technology to do these things...

Not only the fact it wont happen, but it's an MMO, not a FPS, and yes, Rangers are just like this, because 1. this class is WAY too similar, because the only bow use-able would be the one Rangers use. Rangers already have longbows used for "sniping". There is NO WAY IN HELL that this class would be implemented, it's a worse, and less useful comparison to a ranger. Besides that, you only have one function, and that's to take out a single target, one at a time. You use your entire skill set for one kill. TERRIBLE. This doesn't even come close to the MMO spirit, like others said, play call of dutey.

Sorry, this isn't Hellgate London, this isn't a MMO/FPS (By the way Hellgate servers got shutdown), if you're looking for something like that in GWII it will never happen. ANet would never go through those lengths. If they tried they'd probably go for broke on GWII

How do you Possum when your opponent can see you on the radar and your character on their screen? you can't even make me walk into Rangers trap if I've seen them laying them.

the idea for new classes is a cool concept but i think the current classes have really covered alot of aspects, this one is too similar to the ranger i feel, and all the things you talk about you can basically already do.
Supershot - why not just use Ebon Vanguard Sniper Support
Remain Still - when soloing (only reason i see for this skill) the % chance, unless it could be maxxed to 100%, would be useless as the offchance of being spotted would ruin the run.
Climb- just run up a hill...
Distraction - useful for mobs guarding an entrance, but usually there are mobs on the other side as well, what to do about them?
Arrow Trap.. just trap patrol paths, this is a common strategy, plus this skill seems OP, no time limit?
Possum - no use for this skill...
Wind Rustle - ... what? O.o
Track - Radar
I think you've been playing too much TF2 XD
I think guns would ruin GWI and GWII
