Some interesting thoughts.
I really dislike this one, however.

Why would you limit human character appearance to such a degree? That's a major step backward.

I actually would really like to see a physical difference in professions, but I know that it would be a ton of work to come up with 30 different styles of appearence spanning all races and classes. In the end, we would end up with a lack of customization options.

I think the ability to customize character appearance is something that should not be diminished. However, I think there should be basic physical styles unique to each class.

Guild Wars 2: War is Timelesss
GUILD WARS: WAR IS TIMELESS
This game will combine the aspects of Guild Wars with the proposed aspects of Guild Wars 2 and include a 3rd dimension. When you create a new character you can choose your era, or time period. You could click create new character. Then choose role playing or PvP only. Then you choose your time period.
Era of Growth
Era of Conflict
Era of Dragons
*Names subject to change*
The Era of Growth was the time period of the guild wars and conflicts between Kyrta, Orr and Ascalon. It happens before the searing.
The Era of Conflicts is the current Guild Wars era. It begins after the searing and ends some time after the death of the Great Destroyer.
The Era of Dragons is the proposed storyline of Guild Wars 2 where dragons roam free.
After you choose your time period you would choose your country of birth. This determines your characters ethnicity. You can choose between Tyria, Cantha, and Elona. As new campaigns come out you can be of that ethnicity.
Then you choose the campaign you would like to start the game in. The choices you have are between Prophecies, Factions, and Nightfall. Again as new campaigns come out you can choose to start there. Your Ethnicity has nothing to do with what campaign you start in. Example: I could be a Tyrian in the Nightfall Campaign.
You would then choose your profession. At first you can choose between existing professions. Then when new campaigns come out new professions will be added.
After you choose your profession you would change your appearance. You would first choose how tall you were, your skin color, your face, hair and hair color. You would then pick your Armor Color. You are now ready to start the game.
You can link your existing Guild Wars account to your new account and transfer your characters over to the Era of Conflict. They would be just like in Guild Wars with the missions done and everything. But they are not allowed to go to other eras. The level cap may change, but characters that are transferred have the same Exp as in Guild Wars. The have their gold and items but this will not affect the other eras.
When someone buys this game they will get the two new eras added to their account with just the Tyria map. If you have Nightfall, Factions and Eye of the North then you have those maps too. If this was the first game you got then you only have Tyria on all 3 eras. As you buy the first campaign pack, you get Factions on all of the eras. The maps are mostly the same but the storyline and cities are different. The same goes for Nightfall and Eye of the North. Then new expansions would come out expanding the existing world map. That Expansion would add the new map to each of the eras. Utopia would also be added to the game as the first new expansion. There will also be extra expansions to add more land to the existing continents, similar to Eye of the North.
FAQS:
What about the Z-Axis?
Yes the Z axis will still be added to the game.
Will there be new professions and skills for different eras?
No, times change but the skills don’t. Until new campaigns come out, no new professions will be added.
What about PvP?
PvP had no era. War is Timeless. PvP characters will have their own area in the mists to battle it out.
Will there be new factions in the past and future?
Of course there will, we need someone to be loyal to.
Will there be the proposed World PvP?
Yes it will be added for PvP only Characters
.
Will there be other new Arenas?
Yes a new 1v1 arena and 8v8 and 16v16. Teams will be randomly selected.
How will character slots work?
You get the slots from your old account plus 2 for each campaign you buy. You can buy a Character slot in the online store for 10 dollars. New accounts start out with 6 character slots.
What about the proposed persistent worlds?
The first two eras would not be persistent, but if Anet wants the Era of Dragons to be persistent, then it can work that way. Not all eras have to be the same.
What about races?
Races will be available in the Era of Dragons only.

One thing that bothers me is the fact that you created some huge numbers. 400 max energy and regen of 14/16 whatever. I don't see the point in it. One thing I liked about GW is that it's different from other rpgs, in most rpgs you deal insane amounts of damage (number-wise) on targets with an insane amount of hitpoints. Now lower both and you keep the same gameplay. (still takes 40 hits (just an example) to kill something). So.. no point in big numbers.
I like the rest of your ideas though, especially your level cap idea: up to 30 matters, after that it's just to show how dedicated you are. Some very interesting ideas I must say, although I feel a WoW influence, but nothing wrong with that Good job!

What I think Guild Wars should do for Guild Wars 2:
Green Items
I really think that Green Items should not be in Guild Wars 2. I remember how fun Guild Wars was when I actually had to work for hours to be rewarded with any sort of perfect item. I understand that people who do not play the game often will not have perfect items, but I do not think that this is worth hurting the economy.
First I will explain why Green Items hurt the economy:
They made staffs, wands, offhands, etc.. of way less value. I can go buy an Earth Magic {Green} staff that is perfect for 5k in Lions Arch, and this brings the price of both normal skins and rare skins down. Normal skin perfect staffs are not 5k-10k in the Earth Magic category {And it works for all categories, where the price of the gold depends on the price of the green}. I do not believe that Greens {Which are not as rare as perfect golds} should effect the price of the more rare item. Also, the people who do not spend a lot of time playing Guild Wars probably don't really need perfect equipment. First of all, I have found that you can still get through the story line pretty much at ease with whatever you find on the way, and that perfect items are only going to make it faster. So, if you do not play often I am assuming that you just play for fun, so why should it matter so much if you have a perfect item? Also, it is possible to not play Guild Wars a lot and get a perfect item, even if it is not a green.
Farming I believe that the parties should be at a maximum of eight at the end of the game and parties get there own version of the map, like in the current Guild Wars. Also, I believe that skills that allow you to solo should be watched carefully, making fast solo builds {Like a 55 monk with an SS necromancer in UW} should be nerfed. Since Guild Wars already has PVE-Only skills, those skills can be PVP only skills, and then renamed with the proper affects to make them fair in PVE} I believe that in 8-Man groups the economy is more fair and it will help balance the gold players make based on how much they play. Also, skilled players would perhaps be able to 6-Man it and get more drops.
Trade I do not believe in an auction house. I think that Guild Wars was a lot more fun before people started going to GuildWarsGuru and GuildWiki, since there really wasn't any stable price on anything or guides that make the game a lot easier. This allowed players who got good items to control the prices. In the current Guild Wars there is a very-limited number of buyers, and they currently control the prices since they will not go above the price of the "Price Check Forums" This does not make for a stable economy. A stable economy allows the sellers to have more control over the prices that buyers, and an auction house would give the buyers more control in my opinion.
World of Warcraft I think that ANET and NCSOFT will be complete failures if they make Guild Wars 2 any more like World of Warcraft than the current Guild Wars already is. Since Guild Wars is supposed to be unique, if Guild Wars 2 is more like World of Warcraft then ANET and NCSOFT are just telling Blizzard Entertainment {The producers of World of Warcraft} that they made a better MMO/RPG than they did.
That is all for now ~~ I might edit this later.

I agree that the numbers should be low, it makes balancing the game a lot more simple and less complex. Read my above post on my feeling on WoW influencing Guild Wars 2.

Make it so there would be more teamwork involved even at the beginning, dunno if its just me but, I find that at the beginning of Prophecies (even after pre-searing a little) and Nightfall, there is a lot of solo playing. (I don't have Factions so can't tell if its the same thing. SO yeah, I'd like for it to be a full cooperative game starting from the beginning. Because now what, you get to at least around lvl 8-10 before you start joining groups to do missions? It'd be great if you'd have to play coop from the start

Here are some ideas of mine that I've been thinking of hat would make the game much more fun with guilds and just period:
No more fast travel:Sure i like it too since you go fast to one place from ANYWHERE, but its just a little too OP. Wouldnt you rather enjoy travelling through the game, discovering new things everytime you walk out of a city? I was also thinking of an alternative to fast travel. Transports such as
-Asura Air/Ground Vehicles.
-Ships travelling
-maybe mounts that will be slower than these, where you can actually fight on.
but still the transports like boats, etc should have random events occur, like mobs coming onto the carrier unexpected, leaving no journey safe.
Guild World Pvp:
Sure plain World Pvp will be in the Mists, why not have guild only World PvP on Tyria, to fight anywhere you encounter a warring guild, a popular concept in MMOs that are great for the game. But why stop here? Why not be able to conquer a minor town for your guild which can be fought over. Of course you must have only one per guild so one guild cannot just take over the world. Like cities bound to your guild hall, with exclusive priveliges, prisoners, soldiers, money at the max 50% of every NPC bought item. Unique Guild halls and custom guild halls, both would greatly add to this experence for guilds, so no guild would share a similar hall.
And so that is all i have for now..I hope this is seen.

no more stand alone campaigns please
i really hate having to keep up with different storylines between prophecies, factions and nightfall as well as 784 other people(i made a poll on my freewebs site) so for gw2 it should only be one single game with mini expansions released every 6 months sold in stores like gamestop, eb games and the plaync store as well the occasional expansion should be released. and with streamlined updates for bug fixes, tweaks, free updates, and holiday events.
the game will be better adjusted this way if anet never released any more stand alone campaigns.
also for gw2 i wouldnt mind the following things
mounts
flying(like we get 1 minute of flight with a spell and items to permenantly upgrade the time)
fewer instances(instances can make the game really dull and boring and instances can make somebody wanna play the other game that ends with the word craft and starts with world.
auction house(duh)
tradeskills(i hate depending on players and npcs for stuff let us make it ourselfs with things like mining, crafting and other stuff.
give us bigger groups and bosses like getting 40 people to fight an extremely huge boss like the ancient dragon thing.
castle control and town seiges(of course thats extremely fun)
remove the current travel system and make ferrys and flying.
more things like riding inside a giant worm that is so fun!!!
i heard a rumor of a guild wars trading card game.
i also heard a rumor anet and ncsoft are working with a studio to make guild wars the movie, although that would be extremely awesome but i dont believe rumors anymore when someone told me their gonna make new playable races for nightfall.
make expansions loaded with more content seriously eye of the north was just dissapointing the only thing new was dungeons.
the extremely low lvl cap also makes me wanna quit gw and play ***** of *** craft.
swimming underwater would be awesome with underwater quest tradeskills and cities.
and how come every campaign only has about 20 missions and end game only gives u like 5 elite missions?
more titles
more playable races
more 1v1 pvp i mean cmon the only way to really 1v1 is scrimmaging.
i really hate the whole bunch of people standing around in town doing nothing make like an afk sign that goes on top of your head if you havn't moved in more than a minute(this should also be down now in gw 1)
well thats all i can think of good luck.
ps: probally like alot of other people im gonna rush to the store and get gw2 the first day it is out =)

Updating..and good that we think the same:
-I agree highly with duelling anywhere in the game.
-And im also thinking fighting while running and jumping around would make battles more intense then just move, stop fight and so on. Seeing that supposedly you will be able to climb trees, swim, slide on ice, you should be able to fight while doing that.
-A better death system, going back to an altar so far away is very tedious. And i would not like this to go to the ghost system, unless it is very good.
-More attack animatons. Ever notice how your character always uses the same animations?
-Specific Emotes. Emotes that you do to a certain person. Instead of XXXX hugs you for everyone in the area, it should be XXXX hugs XXXX

None of them should be the "strongest".
PvP should be in balance.
