Random drop from the Trick Or Treat Bags would work for me. I am not a big fan of mini's, but this would be a nice one, and easy to add. But as noted by several others, make it fairly common and easy to get, just not so everyone ends up with 10 of them.

I went through so many Lunar Tokens and Wintersday dungeons trying to get the Polar Bear and Celestials, to no avail, all while others show me they've gotten 3 already, that's what sucked. Either make it that everyone attending gets one, or make the chance to get one a bit higher (but not too easy) |
