I agree that it is a rather underpowered elite. I like the damage Idea, either that or increase the number of knockdowns it effects.

For PvE single target anti KD is an ok idea, but the all adjacent gives me a happy

i dont see adding adjacent range to be that effective especially for pvp, which is where the skill should theoretically shine. In pve use I am unstoppable or use shield of judgement if you want adjacent knockdowns.

When is anti-KD ever needed in PvE? Really balth's pendulum as an elite in PvE would exist only in farming or flat out terrible builds.
It doesn't need a buff in PvP. When it had seen play it generated a ton of complaints.

I'd say change the functionality to:
Elite Enchantment Spell. For 5...9...10 seconds, whenever target ally would be knocked down by a foe, that foe is knocked down instead.
So basically, for the duration of whatever your attribute is set at, Whenever the ally is supposed to be knocked down, the foe just knocks himself down.
I don't see too much imbalance coming from this as the duration can't go much higher than 10 unless you use consumable buffs (which can only be used in PvE, not PvP) and not everyone has them. My point being how many times will one person knock down their target, this would be anti knockdown primarily for one friend to fend off knockdowns from say multiple warriors.
As far as damage goes, nah....we already have Shield of Judgment to cause enemy damage and knockdown when they just hit the target.

This. With its current function, it's hard to make it useful in PvE. Anti-kd is rarely needed, and if you really need it there are good non-elite skills you can use.

Make it non-elite and affect the entire party.
Thus a handy utility skill for certain areas without needing to waste an elite slot or make it overpowered.

The problem with this suggestion is that it would make knockdowns from enemies in PvE completely useless. It's essentially an easy button to counter something that shouldn't be a problem.

/Signed only if they buff it to a non anti-KD state. anti-KD is not needed in PvE save for running, and despite what a previous poster said about monsters with KD skills, it's much easier to simply ignore the KD and move on.
I'd personally like to see an elite Reversal of Damage out of it

Knockdowns from enemies in PvE also aren't much of a problem in the first place, though, so having this as a counter wouldn't do much beyond make gameplay a bit more convenient against enemies with AoE KD abilities.
As the skill stands now, of course, it might as well not exist.

I think it'd be cool to make it an Elite version of Reversal of Damage, similar to Mark of Protection versus Reversal of Fortune. But even with careful balance efforts, doing this would obviously open up some dangerous territory for farming and PvP abuse, so while it sounds interesting I can imagine it might create way more problems than it solves.
