Yes but the whole point of them casting faster is because of them being easily interrupted. Them casting twice as slow PLUS being interrupted by attacks would be kind of ridiculous.

Hex Spell. Also hexes foes near your target. Causes interruption each second (5 seconds). When this spell ends, inflicts Dazed condition (1...5...10 seconds.) (Attrib: Illusion Magic)

or a similar idea
Mirrored Shield.
Enchantment Spell. (1sec cast) 10 or 15energy) 30/45 sec rech
For the next 2...4...6 Seconds the next 1..2 spell(s) used against you are reversed back onto the caster
ofcourse would require something like 50% fail under 5point in chosen attribute to use for it so it isnt put on every casters bar which would render them useless

If you give mesmers one elite, you should turn one warrior elite into non-elite. And also add the mission non-elite skills so all of them have the same number of skills.
All of that in Prophecies, since it's the campaign that contains this inequality.
Here's my sugggestion:
- Mantra of Reprisal
E:5 C:n/a R:30
Stance. (1...31...38 seconds.) The next a foe casts a spell on you, that spell will fail and you gain the cost of that spell as energy. If the interrupted spell was an hex, target foe will also take 1..3 times the cost of the spell as damage.

Mirror of Delusions could be reworked and used with an unused skill icon like Borrowed Energy or Confusion.
A moderator didn't like my skill idea that disconnects players from the server if they use Shadow Form. :o

Cry of Humiliation 5e 1/2cast 15 sec recharge
Target foe Has -3 health and energy degeneration and takes 80 damage every time it cast spell, ends after 5 seconds, end effect=80 damage
(your spells recharge 60% faster for 10 seconds)

Bunch of math geniuses ITT... 100% faster = twice as fast. 50% faster = 1.5 times as fast. Example:
You're driving your car from Canada to Mexico. You're going 60 miles an hour. Now, increase your speed by 100%. Do you think that makes you drive from Canada to Mexico instantly in the blink of an eye? I think it makes you drive from Canada to Mexico at 120 miles an hour. Totally willing to take bets on it, by the way.
