Shadow stepping in PvE
As a disclaimer, I don't think this is a very important thing for anet to do at all. I just thought of the idea and thought I'd post it.
Since a very big thing preventing people from shadow stepping in PvE is it's recharge, I couple things came to mind:
1) reduce the recharge of shadow step skills along with their effect (if any)
or
2) change the functionality of an assassin elite (Shadow Meld?) to provide a simple "shadow step to target foe" effect with a recharge of about 8-10 seconds perhaps.
What do you guys think?

That it wouldn't hurt to buff shadow steps in pve. Or revert splinter weapon.
Pve is already dead anyway.

I hate having the effect waiting 30 seconds for Death Charge.
Make a new skill like this:
Energy: 5
Recharge: 5
(no attribute)
Shadow step to target foe.
---
Make it simple.

It is? Not for me, anyways. For me it's the aftercast delay leaving me sitting there while the target either starts moving off so that I have to chase them or the target closes right back with me (for the shadow steps away, like Viper's Defense), not to mention the really short range (again, like Viper's Defense) on most of the non-triggered ones.

Being able to close with or escape your enemy is just as useful in PvE as it is in PvP.

Fixed that for you.
/notsigned-sins don't need any shadowstep other than return or ebon escape for pve...charging into an enemy is just stupid.

If its broken in PvP why would it not be broken in PVE?

Because in PvP, running and kiting is a more valuable tactic then it is and PvE, where enemy AI is pretty retarded in that respect.
Personally, I am heavily leaned towards just the second option, because a low recharge, unconditional, non-elite shadow step would to a good job in making moving in battle completely useless, and anyone could just go /A to get the skill.
If the first option were chosen, the recharge would have to be reduced to no less than 10-12 seconds, frankly.
However when it comes to making an ELITE, unconditional, low recharge shadow step, it's a lot more balanced, because many melee professions would not generally want to opt out their elite skill just to get to the enemy faster. I'd certainly something like:
[E] Shadow Meld (No Attribute)
5 energy 1/4 CT (debatable) 8 (or 10) RC
"Shadow step to target foe."
I frankly don't see how something like this would be OP in a PvE setting.

meh, shadow stepping pve isn't all that important. being able to close the distance on mobs quickly isn't a big deal . and you do not need to change the functionality of shadow meld -_-

Id rather just reduce the recharge by about half for most shadow steps. Or make PvE and PvP versions of them...give PvE lower recharges since the you just plow through mob to mob.

I said it wasn't important, and it was just an example of a skill to change, since shadow meld is nigh useless in PvE, correct me if I'm wrong.
Also, PvE is in the title, and this is obviously a PvE only change people XD. a low recharge PvP shadow step would be pretty OP, even as an elite skill

It needs serious nerfing in PvP, but should be buffed in PvE.
Also Revert PvE Splinter Weapon!

Shadow stepping was nice in PvE to get out of sticky situations or at least it use to be back when Factions was new. I think there are other skills that need PvE splits more more/before shadow step skills.

Shadowstepping in PvE is generally a bad idea.
It's probably partially the reason assassins have the reputation of DP Magnets...
Puts said wannabe ninja in direct fire of an entire group at once.
Sure, buff away, I suppose, not going to make me use them.

Death's Charge on a Warrior, however, is quite nice. (started doing that for my Warrior when I got sick of being killed before reaching groups of demons with Rains of Terror in them in the Realm of Torment, and it also means I no longer arrive in the area of Ice Imps and Frozen Elementals and such after the battle's over :P)

Removing the aftercast for shadowsteps (IN PVE) would be nice.

Remove aftercast and reduce recharge for shadow steps in PvE
I want my sin to hop in, Golden Phoenix Moebius Blossom their monk, and hop back out behind my minions where I can heal, then rinse and repeat.

I dont care how XX <naruto/ninjaname> xX uses that skill, dont blame the skill , blame the player . For ppl that knows how to use sins shadow steps are really good but have stupid recharge in pve. Thats not an opinion , thats a fact . Many attack skills have faster rech in pve so shadow steps should be one those.
Just lower recharge of Shadow Walk (PvE) to 10-15 secs and voila , solved.
