They wouldn't be available to PvP characters, but they would be allowed in PvP unless they found another way to prevent that. Although I can see that some of them may be annoying for PvP, none of them would change balance in any way. Eye of the North already offers head armor that looks the same for every class, and it hasn't caused any problems. And Chaos Gloves are about the most obnoxious look for distraction, and it hasn't caused problems either.

In case you can't tell, I like this idea quite a bit.
People who are saying no because a lot of them look silly - yeah, really not a valid response, I'd say. You see people walking around in Chaos Gloves and Masks of the Mo Zing all the time, and I'd say that looks far more ridiculous. Or some of the armor combos I see - ye gods, get it away.

i think festival hats should probably stay as they are. they are a novelty associated with the festival event. they should be as cheap as possible so everyone can enjoy them. Yes even the nublings we frown upon. For this reason they must then not be a max armor head piece.

/sign i really do think the choas gloves and such look much more flashy and would distract more ppl then wearing a pumpkin hat in the UW imo. But yea w/ the live team u really never know if they are gonna do this or that.... and what i wanna know is what they are so busy on that they cant take like 2 days and edit a npc and some enemy recongnition and put some hats that u can really truely use in the game . thats just my 2 cents

I'd love to be able to wear my Imperial Dragon Mask as armor. I use it when I'm in ninja-mode on my mesmer. Being able to actually make it useful would be icing on the cake.
