I'd just rather something like: "Some of skills have been modified for PvP. Please be sure to check all your skills before you begin a match." So it's just one message as opposed to 15, because sometimes I forget about certain skill splits.

I'm already well aware that it's not of the highest priority... But that's still a problem.
I like Puebert idea even more, to be honest. About the build making and the hall being PvP... I don't really know what to say. That'd be hard to split it using a command in the toolbox.

Just make it a free option at the Guild Lord or something. Leader goes there, selects it, hall is now PvE or PvP area. Leader can change it later if needed.
Nobody relevant uses the Guild Hall for PvP anyways.

I'd be for solving this issue by moving GvG launch point out of halls into a common area. Might as well let people pug with the reduced requirements.

I'm pretty sure they do. Unless you're saying nobody still playing is relevant, to which, I would say, "whoru?" Only people who are actually relevant can say nobody is relevant, which I am not, and I am 99.9% sure you aren't, either.
It's not really an issue, but if Anet is going to change it, I vote for Foxbat's idea. It could even use the old TA staging area. mAT matches should still leave from your GH, though (or somewhere private).

for at's and mat's, people like privacy. think of all the pvp alliances that dissolve prior to the mat so there isnt people lurking in halls to see builds/etc. a lot of people go offline to hide what character they are on even.
i think itd be easiest to implement something like a pve/pvp hall. seeing as they have the setup for it for the isle of the nameless already, i dont think itd be too difficult, however, there are a lot of halls, and 2 versions of each would take up a lot of server space.
i agree with the message being there to annoy you a little bit also. i have been against the skill split from the start.
also, a checkbox would work, but it really isnt that big of a deal, so if itd dely an update, i say just forget it.
