So its a title to show whether you have completed all the quests in a campaign.

But I dont think the measurement should be in %.
It should be a count of how many of the actual quests you have achieved.
Otherwise how do you actually know whether youve missed one simply by seeing a % level.
There has been plenty of times when after finishing Tyria or Cantha, ive been walking around 2 months later and suddenly....
"OMG a quest I missed"
...for all I know there might be more. But I doubt it.
It would also incourage people do all the quests. For instance the Titan or SF quests which alot of people miss out at the end of Tyria.

I HATE when people skip quests.
They are there to be made.
Another reson to make them would be really great.

A possible solution would be like the Cartographer titles. You achieve 100% of the map explored, yet there is a little leeway, actually 102% map, but lets newer players still achieve the title.
For example, there could be (hypothetically) 1050 quests, but since some quests are unattainable, the maxed title would require 1000. I dunno, just a suggestion.
Totally 100% for this being put into the game.

Would love to see it... the only possible problems I see are profession-specific quests, as well future addittion of new quests (ex. Sorrow's Furnace).

So what for the Missions? You "have" to pass them to go threw the game, Not Quests, Quests are optional, Which amkes it an even more Worthwhile title.

I like this idea. I always do all the quests, then check on GuildWiki that I haven't missed any,and I don't see why pointless grind gets titles, but after truly doing everything, you don't get one. I reccomend that the title announcer be in the form "this many of that many possible quests completed (such a percent)" Possible means that mutually exclusive quests, quests that you couldn't do because they show up before you arrive on the continent, and (possibly) other profession's quests are discounted. what should the titles be?
60% - Tyrian/Canthan/Elonan busybody
70% - Tyrian/Canthan/Elonan handyman
80% - well spoken of in Tyria/Cantha/Elona
90% - Tyrian/Canthan/Elonan liberator
100% - Hero the the people of Tyria/Cantha/Elona
