I think the hat would fit in with Wintersday.
This came to me in a dream also
There could be a collector NPC named 'Henry Hatsworthy'. When you talk to him the dialog would say "Well hello there fine sir. My master, Lord Scroogington, past away but his last request was for me, his humble servant, to give his plethora of valuables away to the people. I however do not share his 'generosity' and as such have become a very rich man. I have little use for his decadent hats and canes so I am willing to pass them onto you for a small price. You look like a citizen who needs a cane."
He would require an item that can be obtained from any campaign and would give you a [Lord Scroogington's Top Hat] and [Citizen's Cane]. And yes that is an obvious reference to 'Citizen Kane'.
I would prefer if the Top Hat was an armor headpiece and the cane to be like The Bison Cup in stats (useable by anyone).
So what do you think? I think that this is possible under the resources of the team.

I am glad you guys all like it. Do the Live Team members read this section?
Because this would definitely impress all of us who have been disappointed recently with hats (Don't get me wrong... cat ears a cool but just not for all of us.)
I wonder how a monocle would work. Does the game have a standard face? or would the monocle have to slightly float.

I've been trying to get this idea out and even sent Anet a picture of my character wearing a top hat and suggested they could just steal the one from the frosty tonic. They kindly directly me to the idea section on the wiki and my amazing drawing skillz (sarcasm xD) were lost to the world, but alas I am just glad someone else had this idea! I'm going to cross my fingers for a wintersday hat =3

I have always loved top hats but if they are to be implemented they must be done precisely..
Top hats could be implemented either as a proper 19th century form or a bit more contemporary(mad hatter style for example). I personally would prefer the more proper top hat but would be pleased with either. Also, depending on this choice they might need to be dye able as well..
The one thing that is certain tho is the need for the top hats to be different for each gender. As a male characters top hat would cover his whole head, an appropriate female version would be smaller, cover only part of her head, and more then likely be leaning to one side.
If these conditions were met then I would be pleased to wear one on all my characters

I can't say top hats and canes are something I'd go nuts over, but that's a neat idea!
Maybe they can do that and then an evil bunny as an offhand for Halloween next year? Someone from PETA would probably go nuts about people waving a pixel bunny around by the ears when they cast spells, but meh. It's a game and I like little black bunnies with red eyes!

(once for me and once for poor reaper who took one for the team in order to maintain status quo)
I've been wanting a proper top hat for the longest time. I would actually consider it a slight if we don't receive one for Wintersday at the very least. However, I absolutely love the idea of the monocle and the cane off-hand also, and would really enjoy seeing a new npc added specifically for this. Perhaps a fun little quest of some sort for the cane, and a collector type thing for the hat?

On the contrary, I think if the same top hat were used for men vs. women: First off the full head top hat is usually labeled a men's top hat, even for women and I'm sure if it were worn by most girl chars there would be a hair issue(going bald).
On the other hand, if the smaller top hat were added for girl chars their hair would have to remain to be aesthetic as the whole head would not be covered (just google women's top hats for examples).
Again by smaller top hat it doesn't have to be a micro version, it could be only slightly smaller then the actual head.

If you play the Knoxx DLC in Borderlands, you may see Moxxi in her pub: Moxxi's place. In there, she often plays with her top hat. She picks it throws it in the hair, catches it and puts it on her head. Finally, she tilts it to one side.
Why? Because that's how females wear top hats. Slightly tilted to one side.
Google images with 'top hat' plus 'female', 'woman' or 'girl' too se it for yourself.
