With GW2 somewhere on the horizon, Anet is not going to be spending money on printing out cards and whatnot to send to stores for a game that will shortly be dead. What you are asking for, is for them to spend money, to make you feel more secure for whatever reason, when they have other priorities to be spending their money on at this moment in time. Most of these cards you propose would be left unused. Hence a large sum of wasted capitol.
However, this may not be a bad idea for GW2.
Tho I can attest to the fact that I have 26 character slots on my account, have bought costume packs and mission packs from the store attached to the GW login screen and have NEVER had a single issue with anything of any kind. Nor have I ever had to link my account to NCsoft by buying directly off the server screen.
We live in an age that is doing away with old methods of shopping. Sooner or later you will need to embrace this new reality. You cant expect companies to bend to your insecurities to make your life easier. Because after all, shopping online was created to make our lives easier by not having to leave the house, drive to a store and buy something to come all the way back home to use. If you are so paranoid, I suggest you drive to the store, buy a disposable visa card, put money on it, drive back home, and use that for online shopping to get your extra character slots. Worry free.
