It's a wonderful cover enchantment. Strip it, and the target gets healed.
Maybe it could get its recharge shortened, to compensate that dervishes can't benefit from it instantly like they did before the update, but I wouldn't change the functionality.
The same casting time and recharge as Patient Spirit would be fine for it. That way you could bring both, use patient spirit, cover with watchful healing, and if they strip one only one of them, the ally gets healed twice.

Would be cool if instead it just heals when its duration runs out. A 1/4 cast time would be cool as well.

You can't. Dervishes were changed so that they now only self-strip derv enchantments. This is a monk enchantment.

Mending only costs 3.33...e for the same level of regen for the same 10 sec.

OK, you may have a point. Nonetheless, Watchful Healing did just go from "really bad" to "unbelievably awful" and really could use some sort of change. Especially because it's featured on the heal hench bar for NF.

Not a fan of "RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GO the henchmen, just give us 7 heroes ASAP". Henchmen should at least carry adequate builds to clear the area for players who are on their first character and don't have 1 billion skills. Best solution would be the aforementioned update simply letting us directly modify henchmen builds, but thats getting a bit far.

Someone who wants to chain it on two semi-coordinated (lol hit BUH when everyone dies if its recharged, so hard rite?) backliners for permanent +33% damage and a full energy/health recharge every 30s? Obviously you aren't going to see it often because it would require at least 2 human players who know what they are doing (and given it buffs other characters damage, only really useful with at least 2 other humans dealing the damage), but it has obvious potential.

yea let's just make another patient spirit lol i sense troll
i would suggest a patient spirit mimick but at the end instead of heals it removes a condition or hex, so it's not useless other than a cover chant and yea 1/4 cast time would make it worth something at least.

Whatever you make this skill into, I don't think Anet wants it to be particularly good, at least in PvP. Monks aren't needing any more power creep. So the question becomes what exactly you're trying to accomplish with adjusting a useless skill to a lesser degree of useless. (Which I guess, boils down to improving a henchmen.)

If they made it like (old) resilient weapon maybe?

Health gain doesn't trigger Scourge healing and other hexes. Melandru's Resilience is +4 per hex/condition ; I will survive is +3 ; Resilient was Xiko is +3.
We lack decent hex bulk removals so this would be a direct hex counter. Divine Favor has stuff like Blessed Light,Peace and Harmony, and Deny Hexes. This would just be another tool in that box.
It'd be Dwayna's Kiss without ~5 regen/hex (30/3=10hp/sec=5regen), just 3 or so.

Would make speccing Healing prayers worse. A prot monk could cycle this with RoF/Life Sheath instead of investing in Gift of Health, although you can't use it as much (every 10 seconds).

I believe it was supposed to be a cover enchantement. I could use a little energy refund on trigger and shorter recharge and cast time so it could be used with released enchantements or CoP with good synergy at least...
Seconded on removing it from Mhenlo in nightfall
Also you might want to take a look at amity
equinox can still be used with arcane languor for 1337 efficiency

1. So?... I'm not sure forcing monks to triple spec is an admirable goal.
2. Assuming we do want to force monks to triple spec, just move it to Healing Prayers.

I had not been thinking of improving monks overall so much as fixing one really, really bad skill. If we want to work on the state of removal, I've always wanted the compression of some kind of non-elite Signet of Removal. Maybe: 5e, 1sec, 3r, If target ally is hexed, remove 1 hex and this skill takes +9sec longer to recharge; otherwise remove one condition. Or, imho, it might be time to look really critically at the convention that Remove Hex gets 10 recharge and everything with an added effect (except a couple elites) gets 12.
