No its perfectly possible to balance like that, Anet just couldn't handle it.
Even then, after the pve-pvp split, PvE got worse. It became much more mind numbing c-space go afk than it already was.
Besides anyone proposing something other than frenzy is advocating an IAS/IMS that you just push when it lights up. There is no thought, no awareness, just push button when it lights up. What's worse is now there are becoming multiple options that keep close to if not 100% uptime that fit into the "push button when lit" category. I dunno maybe I just feel there should be a little more thought to PvE than bind 1-8 and c to spacebar and one-button win everything.

Since increased attack speed cuts the attack speed by X% instead of increasing the amount of strikes by X%. 25% will give you 33% more strikes, and 33% will give you 50% more strikes.

pve/pvp split works well for some skills i think. like rit spirits where really pretty poor in pve before the update.
i think ranger needs ias buff first tbh :/

I didn't say that "I use Infuse Health and Draw Conditions all the time". Did I?
And I did finish Ooze pit in HM without damage-cappers and tanks, thanks to one little thing I like to call 'interruptions'.
A couple of mesmers and a little bit of Chocking Gas, throw a snare so they won't move around too much, and all they can do is stand there wobbling while you kill them.
Frenzy is the least used skill in PvE by any warrior with half a brain, because it will put unnecessary stain in the healer, and there are better IAS than it.
Not all skills have to work in PvE as good as in PvP and vice-versa, but this skill is not only bad for players. It's bad for NPCs too.
Every single monster in PvE that uses a Frenzy or Primal Rage is pitiful.
The wolves in Fronis? You can easily deal over 160 Damage to them in HM with a single attack.
The Bandit Riders from the Vanguard quests? Without frenzy, they would be the little challenge they should be, with it, they die in two attacks of the Imp, or three from players. Symbol of Wrath, Bane Signet, Banish, dead.
Hellhounds? Heh. x2 holy damage +x2 from frenzy, and you can kill them with a single holy attack from a dervish or a monk.
This skill would be better split, for both players and NPCs.

Your argument that Frenzy is bad for players is because AI doesn't know how to use it?
It still really incomprehensible how Frenzy can be good in an environment with intelligent opponents that can exploit its drawback, but bad in an environment with dumb AI that will not.

So I heard that when you use Frenzy, and then another stance when you are about to take damage, it replaces Frenzy with that stance you just activated. Can someone confirm/deny this?
