Default Environmental Effects in GW2

I realise its probably too late for this to be implemented but still think it is a good idea.
I was thinking that in guild wars 2 there should be some sort of environmental effect depending on the weather as, realistically, a warrior wearing metal armor in the cold is going to be freezing his ass off and will be less effective.

Here are some of the ideas I came up with for a cold environment.
Ranger: Warm Coat +10 armor.
Warrior: Numbing cold bleeding and deep wound expire 20% faster.
Elementalist: Cold as Ice "your water magic spells deal 20 extra damage.

Im sure I came up with others but cant remember them now, ill post them later.
