Removing the exclamation point and just leaving them that way will be a little awkward, because they'll then receive the status of the extras - little kiddies, Kournan slaves, and Canthan peasants. I suggest instead that they be marked in some other way that doesn't scream "quest".
Idea 1: Different icon
There's lots of possibilities that can be recycled from the /zrank emote or any one of the Zaishen-specific items.
Idea 2: Name + square brackets
This is similar to every single other normal service NPC in towns. Just give them the format of "Joe IsMyName [Zaishen Scout]".

I like that idea (symbol could be a ship to distinguish as a travel NPC). I also like Mithran's idea of a simple "go talk to quest" on top of that (like those "Controlling Heroes" introductory quests in NF and EotN). Both of these coupled should help alleviate some of the problems we have now.

Come on, folks. You don't get instantaneous travel when you click on a Scout. There is a dialogue and you choose to travel or not.
All you have to do is pay attention.

Traveling there isn't the problem, it's the fact that new players then don't know how to get back. Like others have said, a quest that shows them how to get there and back would be ideal really.

Yup.
Just like the account-wide Zaishen Guide quests you can make just once, the Zaishen Scouts should have such a quest too.

the convention with the green ! is that they are giving a quest. When I scan an outpost and see them, I'm expecting to pick up a quest. Since the mechanic is different for the scouts, so should the !

Every time I'm in an outpost and see the " ! ", I get excited because it's a quest I didn't see before! But it's not...
Furthermore, once a player has traveled to Embark Beach, there could be a "Leave Embark Beach" button somewhere, that would transport them back to wherever they came from, similar to the "Leave Guild Hall" button.

I've never once had any issue with being "accidentally" flung to Embark because of the Scouts, for the very reason that FalconDance posted.
If people are too silly to read what they're clicking when they see an exclamation point, well then maybe next time after they're inconvenienced they'll learn.
