First, we already have a thread about adding more PvP options here.
Second, don't be idiots. Guild Wars isn't a game about one on one competition. It's team based. I have played 1v1 duels and 2v2 Arena and it's horrid. There's no balance and there's precious little fun to be had there. Skill, professions, items, and the game's mechanics are designed to work in a group setting. Healers will out heal a single damage dealer, for example, so that Warrior vs. Monk match is going to be long, boring, and futile. If you want to test your build, go to a place where you can actually test it. Testing in 1v1 only shows that your build is good one on one. Congratulations, you've proved your a scrub that no one in their right mind should group with because all you want to do is go off on your own. Implement a training section in your guild hall or allow for "Friendlies" or challenges that don't affect ladder ranking whatsoever. Or, you know, go to the Arena.
As for just how easy it would be to put in, seriously, get a clue. Allowing for fighting within a town or a lobby would involve a complete overhaul of the way the game's designed. You can't fight there, you can't use skills, you can't swing a weapon. Including the possibility for every player to challenge every other player invovles a host of new code and also requires the bandwidth to provide the graphics and data of potentially dozens of simultaneous battles going on when there are also nearly a hundred other characters wandering around. Not to mention the additions of loading times once a challenge is accepted. The only place it would be easy to put in place would be out in the Explorable Areas or in the Tombs or something like that - in other words, where you'll already be in a group of people with a common goal and you can try and grief them by challenging them to duels and otherwise waste time.
No, you want to duel someone go play EQ or WoW or some other stupid game and spare us your presence. GW is about playing as a team, not being uber.
