they're both viable characters, it just depends on what role you want to play.
I prefer the ran/nec but both work well.
Let me explain the difference. With both of them you get the ability for a high damage, high defense primary as the ranger can deal some damage and also take a beating which is good.
The ran/nec is going to be more about dealing damage and thoroughly crippling other players. You'll be able to damage, pin down, silence, weaken, slow attack rates, etc...
The monk of course will be more of a long distance damage and a back up healer, although I have seen a few of them used for primary healing.
It just depends on what play style you enjoy. I love the ran/nec but I know people who love ran/mon as well. Play the one you enjoy.
Just a word of advice, if you're going with a ran/nec I'd focus on the curses line for necros as I think it works best with the ranger.

You don't use R/Mo for healing, you use it for Smiting skills, or more specifically Judge's Insight.

yoou could run R/N with defile flesh to outrace healing - you cant do it yourself, but hey...

I too think the Ranger/Necro and Ranger/Monk are great combos.
In fact, I play both.
Both secondaries give you a lot of utility and are useful in team roles, it just depends which type of utility you want.
A necro secondary is better for proactive utility- you get very useful necro curses- Enfeebling Blood, Shadow of Fear, Malaise- and Rend Enchantments. R/N make terrific target callers, IMO.
A monk secondary is always useful. You'll make a good rezzer, you can bring condition and hex removal skills, and Judge's Insight, as Nash pointed out. There are a ton of skills from the Protection line that are very effective with 8 or so attribute levels, making you good for some emergency protection.
