I seriously doubt it, as someone else mentioned, it would give an unfair advantage and GW is all about who has the best skill, not who payed for the most. They do this to keep from suffering the same fates as blankety blank where people stopped playing the game and just started buying rare items or already high level accounts (I know the lvl cap is 20, I just thought it contributed to the discussion) off of ebay. .
