A mesmer elementalist would probably have quite a few points in fast casting and use the faster cast to cast elemenatlist spells with long casting times. Couple that with mantra of recovery + some energy drain spells for some continuous damage output =0

I use a memsmer ele now:
Water magic makes a primary mesmer happy, malestorm makes all casters in it useless.
Do not use domination magic as secondary ele.
With echo / arcane Echo and some breaking spells its an air eles nightmare.

Elementalist need a lot of energy to do anything... so you'll need some good energy stealing skills; Or try out one of the elementalist's spells for gaining more energy...

From experience I would say that not all Me/El really benefit from fast casting, this just depends on the build and the use you want out of it.
If you choose a build that does not use points in fast casting, I would suggest then going El/Me instead for the energy pool. Not suggesting really using the elemental profession as prime, but just that you could use points in energy storage and two mesmer lines which would make you a mesmer prime disguised as an Ele.

I was thinking of using a spell to slow monsters down and attacking from a far with an elemental skill as well as use something that drains like like conjure fantasm. What you think and what would I need to build up for them skills?

Well, what are you trying to do with a Mesmer/Ele?
Are you trying to play a Mesmer with a bit of Elementalist worked in? Just play a standard Domination or Inspiration Mesmer with some appropriate splash skills, such as Wards or Gale.
Or are you trying to play to the secondary and be a Fast-Casting Elementalist? If that's the case, invest in a Superior Fast Casting Rune. You want your attributes to be 16 Fast Casting, 12 Element. You're going to need to use Elemental Attunement and the specific Attunement to manage your energy. Then load up with spells from an element of your choice - Fire is probably the best as it has the most offensive depth, plus longer cast times to better benefit from Fast Casting.
There's no wiggle room on the Fast Casting nuker - you need your attributes to be that if you're to be effective. Even then a primary Elementalist is probably better.

Use imagined burden to slow (Illusion Magic I believe). Conjure is Illusion as well. If you're trying to deal damage with a mesmer then build up domination magic. Inspiration magic is fairly worthless. As for the elemental, the main damage comes from Fire.

It's really up to you to experiment with builds. No one here can tell you whether you'd make a good domination/air mesmer, illusion/water mesmer, or inspiration/earth mesmer. You need to find skills you understand, combinations you're comfortable with, and ultimately build a character that suits you. We can't really do that for you through advice; all we can tell you is what works for us or what works for others--neither of those is what works for you.

Agree with the above. I have a Mes/El right now and I can't wait to drop elementalist in favour of more disruptive powers; I'll probably take necromancy as a secondary - it suits my playstyle more. I find that if I am focussing my energy on stopping casting I want to be doing that, not trying to ping damage out at people. It all depends on your goal - if you find yourself using chaos storm, conjure phantasm and energy burn as your main mesmer skills you may want to reconsider your class choice, as you are gearing it would seem for unconditional damage delivery, which is really the realm of the elementalist.

Aria is a mesmer/elementalist. Her PvE build is:
15 Domination *Superior Rune
9 Inspiration *Minor Rune
10 Fast casting *Minor Rune + Mask
7 Fire or Air Magic
I've found that the Mesmer Pyro combo is a good one, it allows you to respec for soloing, and also be an effective team contributor with a wide array of defensive spells. However, in PvP, I respec for Domination and Air. Great disruptive potential there. Gale, lightning javelin, the blinding. In my opinion, preferable to anything else I have tried. I think you'll find that mesmer/elementalist is a very complimentary combo in any situation.

Phantasm, btw. And there's an Elite Skill, Crippling Anguish, that acts like Imagined Burden, but also gives the target health degen of 1-3.
