I think the tree should go in Droknar's Forge and there should be a line leading up to Santa in his chair in the middle of Lion's Arch. If you wanted to get a present fron Santa, you'd HAVE to wait in line..no going around as there'd be an invisible wall right up at his chair. And you couldn't pass through people in the line. Sounds good IMO.
