Um, If you don't buy factions, you don't get to use them period. The classes will be locked out at the end of the event. Meaning you will be unable to use the character as far as I know. Theo nyl hting you will be able to do is delete it.
I think what the topic starter means is that Prophecies-only players get access to the six existing proffessions E,W,R,Mo,Me,N while at the same time Faction-only players get access to those exact same proffessions and in adition the two new proffessions Assassin and Ritualist. hence faction players get more for less(or the same)
however Gaile Grey have hinted that Faction only players won't have full access to the six core proffesions.

I'm currently working on a similar thread that deals with how chapter content in various gameplay-areas etc. ought to be divided by Anet to provide fair deals for single chapter purchases, so they can truly live up to the "stand-along" tag that they've given these chapters. keep an eye out for it.
My belief is that factions only players will have access to the 6 basic classes and subset of their skills. The main limit in the subset will probably be that elite skilsl from ch1 will not be available to people who only own ch2 This is supported IMO by the understanding that each class is getting 15 new elites in ch2 and each class currently has around 15 elites in ch1.
