recently i decided to get back to my starter days "roots" so to speak (start a new character, not getting rushed, not touching cash in stash) in post searing i started doing all the quests and i have done all 3 of ambassador zains quests, all 3 mesmer skill quests, all 3 elementalist skill quests, the one symon gives you where you have to find the census, rastins ritual, the avatar in sardelic where you have to lead the ghosts to their son, all of the piken square quests, and i have yet to have captain arne's quests to trigger, and warmaster tydus where he sends you to the temple to have a relic investigated, and the cities of ascalon quest.
usually i was able to have these trigger even before i started doing piken square quests, what gives?
this has happened twice in a row, i deleted the war i was originally started doing this with (i was iffy to begin with cause i already had a war and didnt really need 2) and now with my mesmer

Have you done any missions yet? I'm not entirely sure but I think you have to get at least Northern Wall out of the way before either of those quests will trigger. You may even have to do Fort Ranik to get the troublesome artifact quest.

about 2-3 months ago with the last new char i made, i did all those quests before doing any missions, if thats a new thing ill have to do the missions then try again
