Fissure materials are he same as the same type of 15k armor, plus 105 ectos and 105 shards. Scars do not require any shards.

There's a vellum crafter in Mineral Springs. Work your way through Tasca's Demise into MS. Take the path that leads North (not East) from the entrance of Mineral Springs. There's a shiverpeak hut with a collector and crafter standing in front. 1750 each of dust and wood will be good enough for the entire scar/ascetic suit. Make sure to bring the crafting cash. You'll have a few nice Avicara mobs to fight/run through on the way.
