For me, it depends on the situation.
Fire - Shiverpeaks, Mark of Rodgort
Cold - Spinal Shivers, Ring of Fire
Lightning - Iron Mist
Earth - Catch people off guard
On a side note, a shocking hammer and Iron Mist is really funny, allthough impractical due to skill points, in PvP. I've also allways thought that the Earth Ele's have gotten the shaft in the Conjure catagory... I think they need Conjure Gravel or something

Obsidian Flame is armorignoring, and therefore not many players take Earth armor. Eles tend to take either Air or Fire armor.

no, that is not correct.
Unless it says so, it doesn't have armorpenetration. Quite some lightning skills have armorpenetration. However adding a lightning mod to a weapon doesn't give the weapon armorpenetration.

I am pretty sure that Shocking mod on a weapon gives it some armor penetration. I haven't tested it, so correct me if I'm wrong.
Either way, fire is probably the most versatile element. It's good against plants, good against ice and good against undead.

It doesn't. In much the same way that holy damage doesn't ignore armor. There's just a lot of Lightning skills that have AP and a lot of holy damage skills that ignore armor.
It does not depend on the element, but rather on the skill.
Also, Ebon ftw.
