I think a huge assumption is being made here (partly by Lovi, and sorry man I usually agree with you ):
They leaked the info about purchasable character slots BEFORE the release of factions, just as Mordakai mentioned, to prevent people griping about having to buy >1 copy to use on each account they have. ANet is not stupid, they know people have multiple accounts ...
Is ANet taking a potential monetary hit to offer slots? Most likely, even at $10 a pop, they would have definitely made more money without this offer and i'm sure lots of people would own multiple copies of Factions as well.
Which reminds me: the other assumption here is that people with >1 copy of GW:P are going to buy GW:F for each account. I have 2 accounts, and I wasn't planning on getting factions for both, and know several who feel the same way. And yes, I know that the group of myself and 3 or 4 of my friends does not necessarily constitute the majority of Guild Wars players
Bottom line? Merging is feasable while limiting abuse, desired by alot of players, and can be done with minimal projected future sales losses by ANet.

assumption from posts here and there.
people with more than 1 account fall into mostly 2 catagories.
family playing together who will upgrade all chapters purchased
hardcore players who will upgrade to avoid grinding the same character on an added slot.
a lot of the family ones will upgrade as long as they keep having fun playing together.

Merging to accounts and being scammed????
I posted a long topic in the main channel for the char slots. I said there that a password would be required to merge the accounts and so on. If you are dumb enough to hand out your password than sorry bout your luck you got screwed. People stealing accounts would be much easier to handle...if they stole it and merged it than there would be no way to deny stealing the account.

Rong. The CD-Keys associated with an account are NOT listed anywhere in the account information - only the effects they give are listed, as in, this account has a collectors eddition key, so your hands glow.
My guess is it would take a DAMN GOOD hacker to access the CD-Keys for accounts without acualy having the owner give them the key.
As far as security is concerned, there isnt a problem. How merging accounts should work is:
You have the option of merging existing accounts by, or accounts created by a certain date as a ONE-TIME effect. Once merged, they cannot be seperated.
You must know the email, password, and CD-Key for each account you wish to merge, and once an account has been merged, you can no longer merge it with another account - other than future chapters. All account merging (for those with more than two accounts) needs to be done at the same time.
When merging, you fill in the email, password, and CD-Key for each account you are merging, and designate one of the emails as the one the merged account will be linked to.
Email confermation should be given, not for security reasons, but to make shure the person realy wants to merge the accounts.
Give a 1-week period, or whatever is required for ArenaNet to complete the merge, and then you will have one account. During this time, I am unshure whether you will be able to play any of the accounts or not, as I dont know exactly what proccess ArenaNet will use to merge the accounts, although I would hope at least one of them remains accessable. I for one, am willing to wait a week or two to play again if merging accounts becomes available.

you are a so-so programmer with no game experience but you know how to tell the experts in that field how wrong they are and how easy it really should be to do?

I have not seen anything that ArenaNet cannot do it, only that they wont. I was responding to someone else's post on another thread, who gives the impression of knowing what he's talking about - however I dont trust that as in my experiance, most people like that are simply retarded - no offince intended if you do indeed know what you are talking about.
Slightly curious as to why you posted your responce on this thread, instead of the one with my post on it.
