Well, first, your primary or secondary profesison must be a ranger. Only rangers can have pets.
Second, equip the skill "Charm Animal".
Find the animal you wish to have as your pet. Keep in mind the animal you wish to tame can't be a hostile animal - the name of the animal and health bar much be green, not red. Thus, not all animals within GW can be charmed. Anyway, once you find the animal you wish to charm, you click on the animal to have it "targetted", then click on the charm animal skill, and after about 8 seconds as long as neither yourself or the animal being charmed dies - the animal becomes your pet.
To use the pet, you must have the skill charm animal on your skillbar. If you remove the skill, your pet won't show up with you as you adventure. Your pet isn't deleted - think of it being in a kennel or something, and only comes out when you have the charm animal skill equipped.
From there, you can direct the animal to attack your targets, as well as equip/use other skills to tell it to do special attacks, etc.

Has anyone ever tried using a R/Me with Diversion on the Charm resist skill that the 'enemy' animals have? Does that work?

You don't need to be Ranger primary, though. My Warrior/Ranger uses a pet in PvP and it ROCKS!

Skills: Sever Artery, Gash, Heal as One {elite}, Call of Haste, Poisonous Bite, Comfort Animal, Charm Animal, Res Signet.
With this build, I have owned many monks. The bleeding and poison bite deals -7 Health Degen, which gives monks a hard time. On top of that, it has 2 warriors (me and my pet) attacking it! If the monk runs away, my pet has call of haste to catch up to him/her and owns!!
You don't need to be primary ranger for the pet build. All you need is to find a way to synergise your pets attacks with your own attacks, as I did in my own build which I designed myself
