Logically it would be a new crafting mat thats required for ch2 armor. To use Rubies and sapphires in the same way as amber and jade would mean insta armor for those who had hoarded them. Anet like level playing fields.

Tho we had claws, eyes and fangs these all became common drops. By their nature R&S would need to be rare drops and tho I have a few stashed away I would'nt go overboard and put all your money into them
