Rotscale is not undead and he uses enchant removal so no, won't work.

Skills Used
If rotscale does indeed use enchant removal, please update Wiki accordingly. On that note, I want to say the fastest enchant removals are 20 second down times, so you could easily still smite off a warrior. Just be smart about it because Desecrate could be fatal. o.O

The game does not classify Rotscale as undead, no. That's one of the reasons Rotscale can be given conditions like deep wound.

Grasping ghouls can be given conditions and they are considered undead.

He's considered a Dragon if you got a damage mod for dragons and you'd like to specialise.

Some undead can be given conditions... Usually the ones with flesh, and of course the bosses too (I think). So that explains Rotscale, considering hes a boss? Right? Or atleast in the eyes of Anet.

Undead is strictly defined as taking extra damage from a damage mod, but generally its that they take double damage from holy/light - not that they can or cannot take conditions. Rotscale apparently doesnt take double damage.

This is where u find the onis that drop the green daggers, and my suggested route. There is a ritualist solo build for this, however i went with a guildie i tanked (warrior), he used SS and Visage's (N/Me). The problem is the Outcast Deathhands that use chillblains. We done 3 runs, 2 daggers dropped out of that.
(you may notice they dont magically appear like other onis, they are already standing)

Actually the Deep Wound condition can be applied to all Undead Creatures (some people probably think Deep Wound can't be applied because the Sever Artery, Gash combo doesn't work on them). Bleeding, Poison and Disease are the ones that don't work on Undead. Rotscale is already a Dragon type creature and i don't think creatures in GW can be considered more then one type. So therefore all conditions work on Rotscale.

Rotting Dragons, Dragon Lichs, and Bone Dragons are all considered Undead and take double damage from holy, so that would be incorrect. :\
I think Anet just makes things whatever they feel like at the time. ^.^ It adds spice!

Doesn't the Necrid Horseman just cast Descerate Enchantments, which only deals extra damage if the target has enchantments?
