I Think by maximum, it means total energy. i.e. at 15 leadership the most energy you can gain per shout is 5, which would require 5 or more allies to be present. 35 energy just seems ridiculous to me.

i think the knew type of counter to shouts will be anti-shouts. for example, if a warrior calls out "watch yourself!", a mesmer or some other profession would shout "oh no you didn't!". probably something that cancels out the shout effects on foes.

Anti-shouts?
Possibly hexes with names like reminescent of annoying noises or distraction that will prevent people from being affected by shouts. Course such a Hex would have to hit multiple people to be useful, and it would assist in Hex spamming... so who knows, it could just be a shout itself. Maybe it'll actually be a paragon skill.

Shout. Cancel armor, evasion and block bonuses conceded to nearby foes by their allies' shouts. Suppress such bonuses conceded by chants and stances for 1...8 seconds.
"SHUT THE #%@& UP!!!"
Hex. Affected foe can't shout or chant for 5...20 seconds.
"Dude, your shoelaces are loose!!"
Shout. Interrupt all wammos within earshot range. Knockdown 1...4 wammos in the area.
But seriously, I don't hink they're gonna add such a thing, because they would have to make "counter-shouts" acquirable in prophecies and factions too, for it to be fair with players who own just those chapters, and it's unlikely they'd make nightfall skills available in other chapters.

Im with Solar on that one, this is the reason the Paragon is gonna be the new leader of the combat in GVG.
Shouts are like Weapon Spells, they cant be undone
However, i suspect something along the use of a new form of shouting such as chanting as already mentioned, chants will prob have a casting time because normal shouts as of now have no cast time and therefore cant b interrupted. Having such normal shouts on the Paragon that cant b disrupted or removed in anyway seems a bit lopsided to me

I read the discription as "maximum 1 Energy for every 3 ranks totl" which to me would make more sense...

I see a lot of similarities between this prof and the pre-CURB/pre-NGE Squad Leader in Star Wars Galaxies. They used a lot of group buffs that added an interesting dimension to PvP. Like the skill "On Your Feet" which more or less helped knocked down players pop back up. Of course being SWG a lot of their skills didn't work, but if they did....
I could also see a possible counter to shouts being something that temporaily deafens players. After all they did make that change to shout descriptions to say "Within Earshot." IMO they could even make it a new condition.
Deafining Roar - For X seconds all foes in area gain no benefit from shouts.
Ringing Ears - For X seconds target foe suffers from.....
