Well, it is only presumed Dhumm was killed as the story is the account from one "witness."
Who know's how reliable that is.
Also, that fact that there are Dhuum riders trying to take back UW, hints at his survival. They aren't trying to do this on their own.

The GW gods never claim to be all-powerful. If we're talking about a battle between two gods, it is highly unlikely that one would be able to completely annihilate another. The Chaos Rifts (in Factions and Tombs) would imply that it is indeed Dhuum that's trying to regain a foothold/following in the world since (apparently) player actions in UW stop his plans there.
I don't honestly think there is a better way to describe Dhuum than the "outcast god" in the Nightfall storyline. "Casting out" another god is precisely what I see resulting from direct conflict between two gods, especially gods fighting over a specific domain. The winner could then "expel" or "cast out" the loser, and the loser would get less powerful because of not having the same power base as before, but it doesn't mean the loser would be destroyed. Gods have this habit of preparing for things like that, you know
