Lower req have their uses for certain builds ect, most ppl including me sell the low req and keep the higher one's.

For those who don't know, there are a couple of simple tests u can run on the Nameless island or with a guildy to help u identify valuable mods without actually iding the item. Just equip the item in question and watch the effects it produces.
This is true but only to a certain extent. For example, you will be hard pressed to discover the difference between a 13^50, 14^50 and 15^50 middle modded axe/sword/bow. Even the ridiculously expensive (albeit worthless) sundering mods are hard to discover without IDing. Fortitude, zealous and vampiric mods are really the only easy ones to spot without spending a lot of time testing, and of those fortitude is the only one worth anything signifigant.

Also, a lot of people buy unIDed golds for pvp unlocks and wisdom titles.

i brought a unid req 13 fellblade for 10k and got a sundering mod worth 75k
then i brought a unid flamberge for 8k which was sundering too :P

I really wonder why they still haven't made unidentified mods inactive when equipped. I'd have nothing against buying an unidentified item, but I will never do it because of the way an underhanded seller could abuse the system.

I've bought armor unid, for 2 purposes:

1. Wisdom
2. Despite the fairly high cost of the armor I always seem to get lucky enought to get a Sup Vigor when I buy 7 of them.

Also I bought an unid Iridescant Aegis. I knew I was buying crap before I purchased it, but I wanted the skin (and don't have a char at Raisu Palace). Of course the mods weren't worth the cost but they were at least usuable, and seeing as the skin was my #1 on that purchase it turned out alright.
