i recently had to change my password after Anet informed me that some other person was attempting to access my PlayNC account (linked to my GW account). What followed was not a simple change password attempt, namely due to my own mistakes...
Your Guild Wars account should, if not already be connected to a PlayNC account when you were asked to register your Guild Wars copy, or when/if you have used the in-game online store. At any of these points, you should have been asked to create an account on the PlayNC website, in this process it then linked any PlayNC online games with that account with the provided keys.
***If you have never registered or created a PlayNC account then i do believe that you can change the password in-game. Otherwise like the above mentioned situations, you have to change it through your PlayNC account, shown by the web link prompt at "step 3".***
When you are trying to change your GW password, the provided link takes you to the PlayNC website to log-in, giving you access to edit your other linked accounts. The kicker is, the PlayNC account is yet another account to remember passwords for... Which i had failed to do.
If you simply cannot access your PlayNC account because you had forgotten your password AND have forgotten the "Hint Question" password, then you need to ask Anet support for a password change. They will ask a few questions to establish your identity then email you the changed password. If it takes a while for them to respond, be patient, they get hundreds of thousands of support tickets a day, but they WILL help you.
