Keep in mind that the stated development cycle for the future chapters is one year development with a new release every six months.

That means that Chap 4 is half-way done with release in Spring 2007. Chap 5 is just beginning with release in Fall 2007. So your suggestions are too late for Chap 4.

Also remember that due to the "stand-alone but connectable" format, all chapters have to have functioning seaports to allow travel between chapters.
You cannot have entrances to new areas that require purchase of a certain chapter.

Chapter 4 will contain many many many broken mechanics and skills, and will degrade pvp gameplay one more step.
