That's up to you. You don't need the original Guild Wars to play "Factions", but if you get both and link them together, you get access to all of the content from both games - all areas, skills, items, quests, missions, etc. So there's an advantage to getting both, if you want to have everything, but ArenaNet purposely designed Factions so that you wouldn't have to buy the original if you don't want to.

That all depends on you. If you dont have it right now, but are planning on getting Factions, then you may want to wait and see how you like it. If you are missing out on things that you want from the original one, or just want more content then I would definatelly get the first one. For some people, however, it might now be worth it.
Like Stormfall said, Arena Net made both games as stand alone products so you dont need to get all the games if you dont want to (another great idea from Anet).

I'd say go for both...start with the Prophecies Campaign (original)....As for Factions, asking about if it's better is a bit premature since it hasn't been released yet.

It will be hard to really say which one is better until Factions comes out and people have a chance to really go through it. Right now people are expecting Factions to be better, but we really wont know until we play it.

Factions, because then you get 8 professions instead of 6(remember the 6 are the "core" classes which will be included in all expansions).

If you get into this game seriously you will want both. It will give you much more different build options. You will want those different build options to remain competitive in the factions battles.

I would buy the original GW's and play that until the preview event for PvE Factions. You could then try it out and see if you would want to buy it right away or not.

Lets look atthis from a playability standpoint:
If you buy Factions only when it comes out, you'll have a better opportunity to play with people. Fact is, many people will be buying Factions and turning GW Prophecies into a Ghost town while they try out the new content.
That will change as people move back into farms or start shuffling their Assassin/Mesmers into Prophecies to build the most rounded character they can (there are two quests that give you something late in the game that can be very helpful no matter what your proffession, and they should be open for the Factions toons as well).
And this can be good or bad. More people in missions can mean easier groups for newbs...but it can also mean more newbs grouping together, making mistakes and a steaper learning curve for you to survive. So that leaves the Prophecy diehards; those people who have yet to buy Factions for whatever reason, know the missions backward and forward to lead you through easily...and with no one else to play with, they'll probably be more than happy to take you in.
If you're "locked in" to either or and intend to only buy 1, then go with Factions; you get all the new stuff and most of the old. If you want a great chance to play through the game, have a more rounded character and learn the basics, once Factions first comes out there will be no better time to own Prophecies.

I say try for both personally. Because I think ANET has said you'll be able to carry over your character to the new area and what have you, which'll be rather fun
