Apparently, leaving this open a moment longer than it should have been was an error on my part. It's a mistatement of fact, and as such, it's a magnet for flames. Though, while nothing exceptionally bad is going on, it's still not appropriate to call people 'idiots' just because they're wrong.
Everyone makes logical fallacies at one point in time or another, and it's not as if the OP made this account today for a little one-post wonder trolling. They've been here since 2005.

In essence, the Chapter system IS a fee structure designed to support the servers and developement of new content. The key aspect being the optional purchase per individual.

But as I mentioned earlier, there's also the literal alternate fee structures. Here's one post mentioning it;

I posted without closure to mention that - The way it is around the whole world is not always going to be the same as it is in your area. It's something people have to keep in mind, but often don't. Well, also because I couldn't quite remember it myself and didn't want to close a thread with some "maybe" "I think" "I believe" and "If I remember correctly" 's.
