Well I even got an empty gold salvage in Elona, not even an inscription, but it was on the noob island so maybe that's just the way things are

Just last night I got a salvage item (a cape somewhere in Kourna) that, when I ID'd it, only had a "bonelace" insignia on it -- with no rune.

Yup, it's happened to me.
I still got credit for the Ident of it though. So I ask this, is the bug the no rune in the armor, or me getting credit for Identifying it... |

it's a bug. It happened before, and is said Anet fixed it in a patch. Now it have returned.

This used to be a VERY common problem. Then again I can't count how many runes turned into materials before they overhauled the rune system last year.
