This assumes the "true value" of opening a chest is 1500 gold. Nobody pays that much for it - everybody has some chance to retain the lockpick.
My much simpler calculation is this - each rank of Lucky gives you an additional 2% chance to not lose a lockpick worth 1.5k, thus saving you an average of 30 gold (2% of 1500) each time. If you spend 44.1k to get the Lucky title during the festival, you'd have to open 1,470 chests with lockpicks to break even.
