It's fairly simple why ANet is doing all the things u mention about the items. The game is all about the lvl 20 cap. Making better items would all throw it up side down... It's as simple as that. What can they do? Well, other skins...
One Armed Scissor, you just told us what you don't like... but do you see any solutions!? You just ruined the complete GW basics, you might aswell throw GW away lol.
Like I said before, I see the lack of real depth too, but so far I haven't seen any good solutions in this thread before to get more real depth while actually KEEPING the real basics where GW is build upon.

GW only real problem is balance issues and how the devs seem to forget the PvE is bigger the PvP, but that ia a mute point. The other problem is the players themselves. Take the person who started this build, a necro characters, most likely a blood necro at that, due to HA experience, probably never really played the other versions, if only once to try them out. This person said that they are bored, fine be that way, typical gamer attitude.
I can see that this person is the beat it then return it type gamer and then look for the next challenge, my suggestion is that you should not play GW. Games you need are advanced online shooters like socom or one of the rainbow six type games. Maybe stragity will help you. I know World Conflict is coming out, that should be a good game for you.
But for me, out of all the online games I have played, GW has the most replay value of them all, because the only thing that repeats is the story, the game play, gold drops, item drops, chests, monsters, skills, tactics, and builds are always changeing, as well as new discoveries with skills I never even tried.

i always find games that i havnt played in a loooooong time new and interesting, ive dug up Diablo:hellfire and HoMM 3, even system shock was good for afew days ><

The thing that needs to be said is that Guild Wars is, for all practical purposes, two different games. You have the PvE and the PvP aspect of the game, which both are completely different. As such, you don't need all these items skins and other crap for PvP. You just need a character that has the max stats to compete. These max stats, so to speak, are balanced by conditional circumstances (15% dam. when health 50%, while in a stance, etc.) This is all balanced, etc. But the fact of the matter is, this kind of stuff kills PvE. The fact that the reward system on GW is a set of arbitrary values such as titles (skillz, unlucky, lucky, ally of the kurzicks), skins (chaos axe as opposed to gothic axe), etc. It all amounts to nothing. Having the title "skillz" does not make your character any better what so ever. There is no objective and practical reward. Your fancy chaos axe does the exact same thing as the collector axe. Why did you spend months grinding for the item then? You have to look at these things with a cut and dry point of view.
Regardless of what you say, you can look at this like if it were an union; you can peal away at the layers, but eventually, you're left with nothing.
