This was explained on the Winners Page. I will add emphasis: In two instances, design concepts from multiple contestants were combined to form a single entry for judging and those combined concepts would be used as the basis for one new item, although each of those contestants will receive a prize.
If that is not clear, please let me know and I will rewrite it. When we get a good idea, but see a similarity between entries, we don't toss out the rest -- we try to incorporate the best of all the ideas into one entry which, if it wins, will be made into a single item. This gives the the chance to get the best possible item and to reward a larger number of participants. We feel it's a win/win situation.
The "dragon on a stick" and the "Pegasus-looking" focus items were another example, beyond the rose staff that you pointed out. The judges felt that the two good ideas that will be combined, in some way, and improved to make a single focus item.

How to win
1) Lie about your age (sayng you're really young increases your chance alot)
2) Draw a crap load of entire (doesn't need to be good)
3) ?????
4) Profit
Some of the stuff that won I just don't understand.

A lot of posters seem to have missed the point of the contest - DESIGN. This was not a drawing contest; no prizes for the best or most detailed artwork. ANet was looking for concepts - whether computer-generated by a 30-year-old or handdrawn by a 13-year-old.
To see where ANet artists go with those concepts, you will have to await the appearance of the item in the game.

thanks.. it means a lot. I was not really expecting to win, I just wanted to see my ideas in game. It's nice to know that it is still a possibility.
Maybe if I hung a froggie instead of a bear....

No one looks at name, age, or location until after the contest is judged and we need to list the winners, HM, and, in this contest, the finalists. It is called a a "blind judging." It is very, very fair.

No again, because no one can win more than one prize, and diffusing your talents over multiple entries reduces the chances of win. That is, those who sent a bunch of entries in most cases weren't as strong as a single entry into which someone invested much time, talent, and care.

Some of those designs aren't that original. I reckon, it's the presentation that got them the win.
Though they say otherwise, it is evident that good presentation outweighs originality (or lack of).
Glowy and gimmicky animal based weapons win the day.

I disagree. I think the designs chosen were very original, especially considering the fantasy theme which has been done to death and is so ingrained in society.
I can't wait to get that naked chick bow. EDIT: If they ever open up the Melandru area in ToA, that'd be a nice drop for that area.

where the eagle is facing away from the "action". To me, that seems to be an important detail.

glad you liked it no chance.
Next time I guess I will focus more attention on only one entry.... It seems that is a better idea.

I enjoyed the weapons and really admire the work that goes into creating them. There are a few people who will never be satisfied with the offerings of A-net, and that is understood, whiners exist in every game. Congratulations to the winners and the finalist.
I want the bow with nekkid chicks on it!

Some are nice while others where blatantly "inspired". Some even look that familiar that i'm gonna browse through my D&D Sourcebooks. I'm sure i've seen atleast one weapon in there allready.
