Read number one. I'd consider this fraud, and most definitely extortion.
Now, agreed it's not the most serious infraction, but a temp ban would most be suited. At the very least an account mark against this person would be accrued.
Good job on following through with the report. Everybody should take the time to take the garbage out. It starts to stink if you let it sit around.

People need to learn to play the system:
- Have the annoying runner demand payment in spatial chat.
- Ignore them so they repeat it 3 times.

Droks run are based on an honors system. The word of someone recorded in a chat log can only hold up so much. Even in real life, hand shakes only solidify so much, and the rest is based on honesty. Some people are jerks, it isn't a perfect community.

To all those that say things like pah it happens or it's not a bannable offense live with it and they broke no rules...
This is the reason this still goes on. If anet banned people or put a mark on their account for scamming when reported, people would be less inclined to scam. As it is there's a whole world of scammers out there laughing at anyone who say's they'll report them because anet do nothing.
so poo poo all you like but you're just encouraging scammers. I was selling something for 50k the other day and no less than five people tried to give me 50g for it, even though anet have changed the way the cash shows up. I always check very carefully before accepting a trade but some don't. Scammers are the lowest of the low preying on people that in a lot of cases can't afford to lose the cash. It's about time it was stopped. To me this is far worse than spamming which is merely an annoyance. This is theft and fraund and patently against the games terms and conditions.

You try to cheat the system by getting a run and I know lots of people get runs, but you have to know the out comes. Sometimes you get scammed and sometimes you don't. Reporting to Anet won't do much because I'm sure they get tons of reports about runners. Runners are a way to cheat the game. If you want to take the easy way out deal with the consequences.
And GL with your report, for all the time it takes you to issue the report I bet nothing will get done.

You should make your own site and post all the pictures and information you want about the incident, then tell everyone about it. You could start your own scammers warning forum... and then you could put up with all the crap when people started posting false accusations and doctored screenshots. And since you have no affiliation with ANet, you have no idea who is telling the truth or lying.
I guess thats why GWG doesn't let us post that kind of stuff here.

He took payment promising a service. Then he doesn't preform the service or give a refund. How is that not fraud ?
Personally if this is his only offense I say let him off with a warning this time. But if he is known for doing this and/or continues scamming then start with the temp bans and move up to the perm ban.
Then again, while I don't scam people, I'm unsure about if anti-scamming rules are required or not. Any exploits that make scamming easier should still be fixed( eg: a bug causes the trade window to display incorrect stack sizes), but I don't actually see the harm in allowing them since they are easy enough to avoid. Maybe put something on the login screen to educate new players about the commonly tried scams if they chose to read it.
But since there are rules against scamming, and he broke them (assuming the OP is telling the truth) so he should be punished for it.

Its my experience that most scammers are the actual people being ran rather than the runner. However I have reported a scammer to Anet via support. I had all the screenshots and everything to prove the scam. Two days later the guys character no longer existed. I think he got a permaban for it (probably not first offense).

How I have looked at situations like this is if someone is stupid enough to get scammed they deserve to get scammed and shouldn't complain about it ( stop hiding behind Anet) but..... If someone is pathetic and gutless enough to scam a person through a computer game then they deserve to cop abuse from the people that play the game, seriously scammers are freaking annoying that is true but it's part of online gaming, every game you play has them and if you get scammed accept it you made a mistake and lost something and just move on.
I simply don't trust people ingame and if I see someone in the middle of Kamadan or Lions Arch saying can i please have a free wep or i need 500 gold to get a skill, I ignore it, they could easiley put a little bit of work in and get the money for themselves.
Be friendly ingame but don't let people take advantage of your friendliness that's all I can really say on the matter.

Fwiw, being run does not make one a scammer. ANet is well aware of the Droks run and quite obviously intend for it to be possible albeit very difficult as they have adjusted its difficulty on more than one occasion. If they considered it a cheat, exploit, or scam and wanted it stopped, they could easily make the run impossible.
However, advertising a service, taking money, and then not providing the service is scamming and is against the user agreement AFAIK.
