No, Anet and NCsoft are the licensers.
Operations in China is exclusively run by the9 and also is which should be responsible for all damages.

Original level the server now has been restored, but the equipment losing/ steal and prop do not recover.

现在服务器恢复了原有的水平,但是丢失/盗窃的装备和道具都没有恢复.

Test Guildwar over one year,and delete the data.The Player in Other Region can't play Free Guildwar over one year。

Well, I am assuming that the server software run in China is the same design as the ones run in Europe or America.

So if it is breached, who knows whether we'll be next.

Regardless of which company runs the servers, Anet designed it. If it is not rectified and properly rolled back, I am not sure I'll be confident about the American server's integrity either.

If the items spread to American and European servers, will those have to be rerolled aswell? Meh... and I just managed to sell my Gothic Sword...

Although being a little equipment and the money loss, make we very perplexed. Always make not good enough ... in China , to playing with a reparation .

Not only being equipment and money,some play the account number having deleted ... also together PVE and PVP

heh, just done reading on chinese offical GW forum, many many many people are upset by the 9, and i have to say, it is not related to Anet nor NC soft, it is all about The 9, i think they are the worest company in the world, the official website havent been update since augest! And yes, many player now can login to GW, but their charactor, armor and money were either deleted or stolen. i think what should Anet or NC soft do is reconcidering the partner, just dont choose The9 again please!我的中国同胞们，不要放弃，我身在国外，但我能体会到你们是真正热爱激战的人！！！！

The9 can not handle GW, GW is a tech-oriented game, requires higher technical competence than those in other MMOs.
Just look at some technical papers analyzing GW's tech, dynamic network re-routing, server to server profile transfer, prediction, distributed grid servers.

Anet needs a company who has the expertise and infrastructure to cope with their elegance in technology.

Anet does represent Guild Wars though, and their decision (or NCsoft's, I've got no clue there) to give the server control to this group reflects on their judgement whether they like it or not. So I'd say they still share part of the responsibility by association.

Not much of it though.

中国大陆有几个工会最近在国际服上玩 GVG,但国际封锁IP很严重...中国帐号被封章节几率非常高，我们也想购买正版的卡号,但正版卡号所处 的IP在中国大陆就要被封,也令我们很困惑...

被封的几率太高了...

大多都是购买PVP章节,如果要刷钱,,,PVP章节能去pve刷钱么?现在又买不了pvp章节逼我们去买 pve章节...真是走到绝境了...我们很想放弃了..

中国大陆这样的环境...国外又封杀IP...今天这样一来，我的二个号和装备金钱都被洗了...没想法了 ...
