However, considering the context of that particular sentence, it is reasonably clear that it's not meant to confer exclusivisity of the content, but rather that you can only obtain the free BMP on the same account you used to buy the in-game store content.

sorry but there is no *context* in that to quibble about
the first part is what will qualify during a specified period of time.
the second part says the very specific details of only accounts that qualify will get it.
no context or extra words to wiggle with.
Quote:
How to Qualify
Spend a total of $29 USD (€26/£17) or more in the Guild Wars In-Game Store or purchase and activate any product worth $29 USD (€26/£17) through the PlayNC online store, between Noon Pacific Time July 5, 2007 and 11:59 PM Pacific Time October 31, 2007.
You can spend the required amount all at once, or over time; your purchases will be tracked and once you meet the requirement, you will qualify to receive the Bonus Mission Pack!
The Details
The Bonus Mission Pack will release in November. This promotion is non-transferable and is limited to one per account. The Bonus Pack will only be available to the exact account that fulfills this promotion in the in-game store or the exact account on which a qualifying Guild Wars product is activated that has been purchased in the PlayNC store.

only available is clear
exact account that qualifies is clear
there is a lot of wishful thinking going on here.

What? The promotion came out before you could buy Gwen. Veterans had the option of buying GWEN in the online store to qualify.
You could have just bought 3 character slots anyway.

Ive been thinking more and more that the MISSIONS should be available to ALL players.
But access to the weapons should only be to the ones who purchased in time in the promotional period.
This way....the lore, the content, the missions, the fun stuff, the AWESOME CINEMAS is available for all players.
The weapons would then equate into something like the Pre-order weapons. Exclusive to some, but it doesn't take away from the experience of the quests.
But no....dont sell it Anet. Please dont charge for this.

The silence from Gaile may have different meanings:
A). The BMP gave them the extra money they expected.
People spent money to buy something needed or unneeded, they got it, gg.
In this case they have no interest to make it available again, except maybe in a period in which they will have some shortage of cash to pay salaries or bills, will remember of the BMP and will try to use it to earn something.
B). The BMP wasn't as successful as they expected, the increase in the online store purchases wasn't enough.
In this case, they know they created a monster, split the playerbase, disappointed a large part of long time customers, and all for little or unsufficient financial result.
And now they're thinking what's the best move to recover the situation.
Personally, I tend to believe that A). is the most likely option.
Their belly is full, they have no interest in doing anything else.
That's the biggest problem of the one-time payment games.
Once you paid, they got your money, and you have no system to punish the vendor.
In a pay-to-play game, if you're upset, you simply stop paying, they don't get your money and fire starts to burn under their asses.

Link? I have heard nothing of this.
Infact, just a few days ago, she stated it was unsure if it'll be available by other means. "No fixed decisions have been made yet". But I believe she said previously that she thinks it should be available to everyone, eventually.

This should never be sold in the in-game store. Why? It makes zero sense. If you couldn't qualify for the BMP during the four months they shoved the advertisement in our face, how are you magically going to be able to get access to the in-game store now?
Sure, I can almost sympathize with people who couldn't get a hold of a debit card (although, there was many ways around this, and if you couldn't find one, you weren't trying hard enough), but if someone couldn't get a debit card in four months, how the hell is selling the BMP in the in-game store going to help those people? Hmm? Really, I'd love to hear an explanation on this one.
So, now that we've gotten the people who couldn't access the payment methods out of the way, all we are left with is whiners who decided to "save money" instead of buy EotN in the in-game store, or people who just didn't buy EotN or character slots altogether. Well, all I can say to you is: Enjoy saving money, I'll enjoy playing the BMP.

you are correct there in a dev post i think.
however remember that there is a world of difference between Gaile expressing a personal opinion which this was and passing on an official statement.

Let me guess, you logged into your characters with your eyes closed? Because the advertisement was screaming at you for four months on the character selection screen. If you had no idea about it, then its your own fault.

Wow, I never realized a this kind of topic could spawn such hate-mongering. Really, some people need to grow up.
A-Net knows people are willing to buy the BMP at the online store, so the only question remains is that will they act up on it. Because one thing's for sure, they won't, can't - nor is it even sensible - to offer the BMP as a free token for all when there are people who, in a sense, paid for it. But again, releasing it as purchaseable content in the store seems sensible to me.

I'm going to have to quote myself, and add a bit more of an argument, since no one pays attention here.
This promotion was timed with the release of GW:EN. Both were announced in the online store at the same, prior to release. Many players chose to ignore it, and now complain that they were robbed, because instead of ordering via the online store, they went to a real store. Keep in mind that both of these items were announced at the same time, so, technically speaking, you knew the whole time about the promotion if you knew about GW:EN, or ever logged on Guild Wars.
I'm sorry, I'm sticking with /notsigned, and see my above ideas of the feelings of those who didn't get the BMP.

Why didn't the "people willing to buy the BMP," just buy EotN there in the first place, if they are so willing and able to use the in-game store?
The fact is, there is no reasonable explanation past, "I wanted the box." But when you decided to purchase EotN in a retail store, you knew full well that you were giving up the easiest way to access the BMP. Now that these players have seen the awesome content, they want to filp flop. Too late, sorry.

Anyone thought about the people who haven't gotten the game before it was released? I got this game only a month ago and I think you had to qualify for it at the end of October...
Just because you already qualified, doesn't mean you have to be selfish and keep acting like it's exclusive to you long-time players...
Anyways, I don't really care if they release it in the in-game store or not. Most of the posts in this thread are just kind of rude...

Well, all I can do is speak for myself - I didn't buy it because a) I didn't know what the contents were and b) I don't like purchasing full games online. It's old-fashioned, but I like to have the boxed set and whatever comes with it. I don't fully like the idea that you pay for something and get only virtual goods in exchange. And c), I didn't exactly feel like buying 3 excess character slots or something either.

Well, I can admit this is the case. But I wouldn't be as quick as you to judge that the opportunity is lost forever, since I feel it's a good PR move to sell BMP - and possibly other GW1 content updates too in the future - in the in-game store. But really, if they won't, it's not the end of the world for me. It's just interesting to see how they play this.
