I have a perfect solution to the whole "price reduction in guild-owned town":
Make 1-2% of anything paid by people in that town go into the guild chest. Price remains same. But then there must be some way to split it among the guild members. Hmm...

The money could go to a guild xunlai and when it hits X every member gets a %? I love the idea of making guilds more important in GW2. I've played well over a year now and I just recently got into a really good guild and its made the game a lot more fun. I think guild titles would be a cool addition myself. Like guild quests or events where if X members of the guild(A team made of nothing but guild members) complete it then they could display the title but it would be lost if you left the guild.(It could be a great recruiting tool ) I'd also like them to combine guild halls with the hall of monuments idea. Have a monument displayed in your guild hall that you can show off to people. It'd be nice if it was easier to find a guild to join, and no longer cost money to invite. I also wouldn't object to having an officer tag lol.
edit: They could also make it so that if a guild takes over a town(In a completely different way then faction grind ><) they can offer special services, like rent themselves out as henchmen, set themselves up as merchants(it'd be a great way to add to the auction house idea we all want to see) etc..

They should do like 10~20 big guilds in the game, and your guilds that you start are a part of it. That was the whole basis behind Guildpact in MTG and I find that to be my favorite set ever (not that I still played at that time, but meh).

I think guild quarters would be a good idea. In your "room" you could have extra storage, say armor specific "closets", and weapon storage areas. And perhaps you could leave your minipets out in the room.
I like the idea of common guild storage areas too.

Good ideas and bad:
Some of these ideas are probably very bad, some of them might have merit with a little work. They're mostly just brainstorming on how Guilds might be made more important.
- A guild bank system. A 'Guild Xunlai' that has a lot more storage than the regular Xunlai.
- A guild Hall with crafting stations that operate at a discount. Which means either you bring your mats to the guild weaponsmith for an x% discount to make a sword, or you are a sword-maker and the 'rental fee' on the anvil and forge at the guild hall is zero or lower than the one in town.
- decoratable guild hall rooms. Each member gets a 'room' in a guild hall that they can wallpaper, furnish, set up monuments in, and so on.
- Enter PvP from the guild hall only.
- Guilds get to bring more players into instances. If a PUg can bring X, a guild can bring X+Y.
- Customized items can still be used by another guild member if customized to the guild rather than the character.
- Guild mini-pets. If your guild beats a certain instance or a certain PvP goal all members get a mini-pet for as long as they are members. Every birthday of a guild also gives access to a guild birthday pet. If you leave a guild you lose these guild-pets, but if you join a guild you can use its pets.
- Guild title track skills. As a guild progresses its members gain access to certain skills. Progress being through instances, PvP, birthdays, or whatever.
- Guild gates. Once X% of the members of a guild unlock a certain map location, any guild member in that guild's guild hall can map from there to that location even if they have never been there.
- Guild costume options. Rewards for certain game objectives could be to add hairstyles, festival hats, special shirts, or whatever to guild members - allowing them to visit a 'hair salon' or 'costume shop' and apply these, or use them on new characters.
