The Ice Crown looks nice in a scarecrow-ish kind of way.
Dwayna's Wreath is really quite well done, very detailed and colorful; the flckering candles, which looked kind of lame in the picture on the wiki, actually look pretty good. They even look good on male chars, in a "ya, I know I look sooooo gay in this hat but I don't care" kind of way.

But if you really think about it, it is all pointlessness if not BS. 0 AR, WHAT can you do with it besides wearing it while afk, chatting with friends or pve(in which case it will still take sometime for people to realize you're fancy new hat and you'd be taking slightly more damage, depends where you're). If they have the AR set according to the class that wears it, then sure, I'd love to wear either(but Grenth more ) of these hats when I participate in a GvG match, HA match (or whatever) where it is both useful AND cool to replace these same old head sets that's on my mesmer for 2 years.
It's good for Anet to think new things up, but they should update the old ones more, cause any of the new little things they come up will be merely a desert to the players. But updating the old things can actually keep things interesting.

Just off the top of my head(heh, pun intended), festival hats make great helmets for solo-farming with [skill=text]Spirit Bond[/skill].
On topic, I think the wreath crown is very pretty. But it is also effeminate, and I am male. I loved Nian's design for the Ice Crown; her artwork was just amazing. I don't think I'll fault ANet for the Ice Crown we have given the limited time they had. It was nice of them to recognize player designs for the event.

I must take some time to comment on the hats, as my emotions over Wintersday 2007 have been wavering back and forth, from "two new quests is the best they can come up with using a festival team" to "cool hats" to "TERRIBLE HATS" to wanting to knock Gaile out to the hats aren't too bad to what a horrible Wintersday and I miss Dragon Festival 2007 to this.
When I first watched my brother pick up the Ice Crown, despite my displeasure at the lack of two hats this year, I thought it was nicely made and looked pretty faithful to the original and the "hair" thing was an inventive idea. Then, of course, when I realized what they'd done to the ice texture, I was a little less satisfied. However, I could live with that if it wasn't for the way the "hair" was done. I'm sure someone has a way to explain this otherwise, but whatever it's supposed to represent, that gray line around the fur/hair area is just lazily done. I don't expect this to be fixed, but I'm trying to make it one of my last hopes for ANet festival-wise (I don't expect anything more than minipets out of the third birthday celebration now.)
My first glance at the Wreath Crown made me go "whoa" because for a few seconds it looked like the character I saw it on was a ginger with a bad haircut. That quickly faded, at least, since masculinity is not my issue with the hat. I liked it a fair amount when I looked at the front of it. The flowers were well detailed and the candles were a nice touch (the glitch people speak of does not bother me either as it is barely visible). However, when I swung around to the back of my character, where I find myself looking most of the time as I play Guild Wars, I was greeted by a site worse than the quality of the Scarecrow hat from Halloween (not to digress, but what was up with that? Incredibly low quality compared to the other hats, even from 2005, and it clips through most of my characters' armor and my Dervish's shoulder). There is some poor quality...branch...ring thing sticking out, and it looks fairly ugly. In addition, the lack of flowers on the side I look at the most makes the hat seem barren and boring. I'll make sure to get a screenshot of these parts after I post this to clarify.
It was two new items. I don't mind them TOO much, but I know ANet could have done better. They had plenty of designs sent in by the players, too, so I don't see why they couldn't have made two more. The people saying it's wrong to complain about free content need to realize that these free updates are the kind of stuff that keeps people as customers, and the hat wasn't the only problem - stuff like lag and the polar bear fiasco are starting to show a lack in care from the team.
Important part to me if you don't read the rest of this:
Perhaps someone could make me feel a bit better about this by posting pictures of real-life items to explain the flaws I see in the two new hats. That is, the gray line around the hair in the ice crown and that weird thing sticking out of the back of the flower hat.
EDIT: Attaching the image. I circled the point of concern. What is this supposed to be.
The Ice Crown's big problem has been discussed in the thread, but if you still want to see it, the wiki picture makes it nice and obvious.

Lies. The Ice Crown is ugly. Nian's design is superior to what aNet released. It might have looked descent without the wig section hanging off it. Granted, yes. Peoples' expectations were raised due to Nian's excellent submission.

Yes, I know that. But they also said it would not be an exact copy. (Her design for a holiday helm was chosen as the basis for one of this year’s two, special Wintersday gifts)

And seeing as it was Grenth's hat, having a bunch of stray as a rim seems more logical than a furry rim.
Edit: Logical to me that is of course.

I thought I would share something here: The thing that some people are calling a "wig" it is, in fact, a fur covering for the lower head and ears. The original concept would have left characters bald over the majority of their head. Therefore, the Ice Crown, as realized by the art team, include a fur "wrap" below the crown, a design element you may have seen in other traditional crown designs.
If it looks like a "blond wig," it is not a wig, nor is it blond. It is rather a pure white, but as such, it picks up the yellow lighting around it and may look blond.
Just thought you might want to know that.
