I really have no problem with this. However, it does strike me as odd that they would only do this for the most recent hats, and not all hats. So, second chances, but only for the hats that were given out two days ago? Just plain odd.

Add this feature to get all hats Arenanet!
People who just bought the games recently would love to have the previous hats.
And those of us who have played a long time but had to miss a specific event would love to complete our collection.

Silly... but *shrug* no different from them letting you get the dragon festival hats a week after the finale which they already did.

Here is your official answer:
There was a very real problem with the Wintersday event. You can read about that here. The issues were related to a non-functional server (on our end, quickly solved) and a provider problem on the part of a provider working through the LA Data Center (which I think may still exist). The problem is, all games are authenticated through LA, so that's a major issue. The provider problems were so great, some people actually lost their Wintersday hat during the event.
In the interests of assuring that those who had received a hat would be assure that they could keep that hat, we considered making it possible for them to re-obtain the hat by some sort of system that established that they were present in the event. That, however, wasn't quite adequate, as some players would have been disconnected prior to the hat-giving portion, or may have been simply discouraged from attending to begin with. Therefore, to benefit the greater number of players, we are offering the hats through January 8th, with our apologies for any inconvenience.
This situation has a minor parallel, in that last year some players in Taiwan were affected by an earthquake in their region. However, that was a very localized problem, and the amendments that we made were appropriately restricted to the region in question. Because of the LA Data Center's key role in all games, this year's issue was broader, and we felt that it required an amendment with a larger scale.
We feel that by limiting the acquisition of the hats to a few days, we are retaining the specialness of the hats while showing those who had issues the consideration they deserve. We do not intend to offer hats from previous events; this is a special situation that deserves special arrangements.

What about consideration for those who lost pet's due to Anet screw ups during the first Dragon Festival, what about those of us that missed out on the preview event for GW:EN because of anets programing screw ups?
Over and over I and many many others have been told basically too bad, so sad..
Whatever.. I'm just here for the lovely conversation. I don't play GW anymore. (yes I KNOW that it doesn't matter if I quit)

Okay, everyone take a deep breath. Yelling about the hats, the bear, and the end of the evwnt will do nothing. If you want something to yell about, come to my house and try sleeping through the sounds of these RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOing gerbils that my mother in law bought for my kids for Christmas. They run on the exercise wheel half the night. Argggghhhh....

hey now I actually LIKE my mother in law....
but getting back to the point.....many people did lose out on the hat (me included) because of disconnects, however; MANY people who never even thought about going to the finale can now get something that was supposed to be for that day ONLY.....and anet said they would never do something like that.....maybe they should have just had an extra few finales for those who missed out?? (like they did for taiwan last year).
Just not handled correctly I think.

Well that's not fair. I took a lot of effort to show up on time, several times in fact, so I could get my hat. Therefore, the specialness of my hat is ruined becuase everyone else has access to them. I demand this issue be resolved. (..kidding..)
However, I don't see what the 'specialness' is. Are we talking about items from a fun event that people use to remind themselves of of a great festival, or elitist markers people use to show how much better they are than everyone else who couldn't attend?

"I was an active player during ______" and if it's anything more than that, someone needs a reality check.

Touche'
However, one might argue that if that's important to some, so much so that they would argue against others having these hats, they might also need a reality check.

The people who were there before Factions had more fun than anyone. T_T *points to reminiscence threads* Those guys deserve a tiny bit of bragging.

People keep telling me that, but speaking as someone that's been playing since December of 2005 this game didn't really hit its stride until NF IMO.

The real funny thing is that "QQers" lost their 1)time and 2)nerves due to laggy events to have that hats. That's why they "QQing".
Why then not add polar mini to merchant for say 100g?

QQing will not give their back their time or nerves, on the contrary it will only make it worse. So it's uterly pointless. A few people simply do not want others to have the hats because they want to feel that they deserved it more than others, while it took absolutely no effort (and even worse, some people still complain even if they hate the hat design). Whatever the explanation is, some people will never be happy about this.
Let's just be happy for all those that got the hat and sweep all this negative energy.

I concur. I quit playing, shortly before Factions came out, and didn't return until Nightfall was released, and fixed the majority of the issues I had with the game.
And I've said it in this thread before, but I completely agree with Gaile. They're doing this because of the SERVER issues, many people who were there missed out on hats through no fault of their own. Okay, so some people who didn't bother to attend the event will now be able to get them, but I don't think there's much that can be done about that, and again, this isn't the first time they've done this.
