They're just doing it to piss off their fans, that must be it. It certainly couldn't be because there are a million different rules and regulations in place in each country, making running one global contest nearly impossible, that's definitely not it.

...as mentioned previously they are giving away items in game all the time, so why not make it an in game competition??

Australia/New Zealand ect needs a unique mini competition.

Maybe this idea
Just add them to the store like pay $1.00 or $2.00 for a numbered ticket and the chance to win at the draw
then that will cover the whole world and cut out all these rules and regulations of running competitions in country's.
Would prolly make a little money spinner for the store if you asked me.

A rare mini contest to stop all the American whiners that weren't happy with destroyers.
When will Aussies get some kind of minipet to stop us from whining.
There are plenty of Aussies that play GW that would love some minipets.

There won't be. Our whining just gets completely drowned out by the American/European war that goes on between minipets. It's just going to bounce back and forth, and maybe occasionally we will get a few pieces of shrapnell come our way (like with the Asura minipet... not that it's bad or anything, it's just shrapnell kind of fit the analogy).
To be honest, I'm past the point in caring. I'm a cynical man by nature, and all the hope I've been harbouring that one day we may get equal opportunities as Europe and America (yes, I am well aware that Europe got gyped out of the minipet giveaway by a crappy ticket deal that would ensure not that many minipets actually got into players' hands. But it's still more of an opportunity than us). I really can't see why an electronic contest like this can't be made more international (as far as I know, Australia doesn't have any laws against this).
What I'd really like to know, though, is whether the idea of this limited contest was conceived by someone at Anet, or whether they were pressured into it by NCSoft. Personally, though as mentioned I am a very cynical person, I'd like to hang onto the idea that Anet does care at least a little, but is unable to do anything for other countries that minipet offers don't reach because their parent company, NCSoft, is the one making the rules.

Those of you getting upset by this are taking it way way too seriously. Minipets are horrible and do nothing for you. If I get one I'll sell it most likely or keep it I don't know depends on how much it's worth. Time better spent outside not playing GW then QQing about it all day and night.

Us europeans always get screwed...In america you can go and buy a magazine and are garuenteed a mini pet, in england, with a population of 56million you have a 1 in 1000 chance of getting a mini pet and now america has this!!! 100% Biased

Nice to see you ignore the point about Haloween. That just blows your argument out the water so you chose to ignore that point.
Lets have a quote form the entery rules from Brand a Boss 2007

Now lets see this is virtually the exact same competition other than that this needs you to do something the mini one doesn't.
These competitions are not via magazines or media partners they are in game, and the Brand a boss was available in most of the terretories that the game has been sold to.
Why don't you explain why this miniture competition isn't as widespread rather than coming off with the same lame argument that its regional laws?
Or could it possibly be you don't have a rational argument?
It is also perfectly obvious that these competitions that segregate the gaming population and give prizes to certain areas and no others piss off the players not included. There have been many giveaways/competitions and each one has brought a section of the games population onto forums who are extremely annoyed. Anet knows this, yet they have went ahead with these anyway, First the release of the Grawl a short whiel ago, then the Destroyer, then the European mag give away, and now this north american only competition.
Most of these mini's have been given out to Asia already, which annoyed westerners,
then with the haphazaerd distribution both sides of the Atlantic have been annoyed,
And in all cases Australia and New Zealand have been totally shafted and ignored.
No anet isn't trying to piss off the fanbase, really they thought these promotions would make everyone extatic. If they can't offer the damn things fairly across the board in the same way they handle these other competitions then they shouldn't offer them at all

Overall 200000 + magazines at the newsstands around europe. A chance out of billion to get an asura (destroyer) or a vizuh.
Only those who participate in the US have chance of getting a miniature. I dont think more then 20000 peops will join the contest in US...
My feeling is that US has more chance. Europe issues can be bought online by american citizens.
My math is bad, bud the odds higher....ask the canadians they have to do a math test to get the miniature (source contest rUles)

I mean really, this is stuff for an ingame item which doesnt really have any actual use apart to be an e-p***s for some players overblown egos.... but lets face it, you arent allowed to trade it for real money, you cant get more usefull armor or weapons for the ingame money you can sell them for (a 80 AR normal warrior armour protects you just as well as an 80 AR elite warrior armor).
Minipets are a nice thing to have, but in the end they are still useless. I still dont see the point of paying millions of ingame currency to get some of those pets .
If after reading this post you want to get rid of any of those useless minipets, feel free to give them to me .

Sometimes these things look to be deliberately devisive.
I am sure they are not meant to be so, but they really do look that way.
The best mini-pet solution has to be something like the mini-moa series of quests.
This will get things into the hands of players that really want them. This takes effort on behalf of the programers though, and that is something I think we will see less and less of as GW2 approaches.
If they had a new and non-repeatable quests each time they wanted to give out some minis, then the end reward could be randomised so that some people got a rare but the majority get a common etc.
Other than that, all competitions should be equally open to all players in the same way that the brand the boss and the design a weapon contests were.
If they can't arrange for these things to be evenly distributed, then they should not be given out at all.

Mini's have never been evenly distributed. Even the birthday handouts benefit those who keep their toons and never re-roll (and had the foresight to create several at the start). Each time I want to re-roll, it's not the loss of progress that bugs me, so much as the "another freaking x year(s) behind" blues.

Is it one entry per person/household, or one per account?
As a multi account holding person, in a multi person guild wars playing house hold: I know only one winner per household. What about entires? The official rules say multiple entries will be disqualified. I can see if one account holder enters several times on the same account, he/she would be disqualified. But, can't each member of my house enter one time for each of his/her accounts?

a) they sell for lots of ingame money.
b) they unlock something in GW2 via HoM
those two reasons alone should explain why innapplicable people from their respective countries would be pissed off.
