Why NOT Quebec? It's just an in-game prize. Anet shouldn't make region restriction for those things. It's kinda unfair, the Mini Mania says 'North America', are they try to say that Quebec is not North America? Guess I have to spent a few ectos, what a life >.<

If two separate people own two separate accounts but at the same address, does that mean only one can do an entry?
That's a bummer. Which one gets to try for a free mini? Especially since if one wins, the prize is something extremely difficult to get (even the "common" pets they are giving away are extremely rare, if I am reading this correctly.)

Well even though I'm pissed off at not being able to get that thing like the other North-American provinces/states, as much as I find it unfair, I understand why.
Correct me if I'm wrong on this one, because I'm technically assuming... I'll try to get this sorted out with my parents once they're back home.
Take Loto-Québec. Loto-Québec is a provincial lottery - it's under an association that I cannot remember the name of ATM and that is controlled by the provincial government (Régie des Jeux et Loisirs du Québec or something along the lines). It's technically the only legal lottery, and they have the monopole on it. Even bingo nights at church or other clubs are legislated by the Régie.
What ANet is doing IS a lottery, and IIRC outside lotteries/contests aren't "legal" in Quebec - for Canadian contests it might be another thing (although I've seen contests ads on TV in FRENCH that we couldn't participate in). Therefore the minipet and Halloween contests aren't valid here.
So for it to work here, Anet would have to negotiate with the Régie or create a special contest only for us in collaboration with them.
It sucks, but meh, I'll get over it. Just sucks that we get shafted out of every contest along the lines. >_<

Canadian law prohibits for-profit gaming, with the exceptions of Canadian lottery and casino organizations. The law does not prohibit games that reward skill instead of luck, and by putting a mathematical question in there it's technically a game of math skill with a random chance of being chosen as a contestant. The questions are usually along the lines of 2+(3*5)-4 so there's virtually no chance of losing.

Instead of registering individually. Couldn’t they have just programmed a random selector that searches all IGN in use and selected the winners this way? Then all individuals with an account would be part of it and correct me if I am wrong they could side step all these laws for eligibility?

Yes, but then they wouldn't have collected all those addresses and phone numbers for free.
If Anet is really smart, they'll snail mail out the codes to make sure the address is legit.
