indeed this thread is going down the tube, seriously ursan is a PVE skill and as such needs no balancing at all. It is your choiuce whether or not to use it.
At the moment it lets many people with undesirable classes participate in high end pve and as such should be left alone.
You dont like it, dont use it.

PvE skills have been toned down and buffed in the past there is no reason why they should be exempt from any sort of balance now.

There goes the "if you dont like it, dont use it" argument again.
Look..Ursan is overpowered. We all know that. All the PvE skills are. I can accept that PvE skills are more powerful than normal.
Ursan goes beyond overpowered into an exploit. Lets look at some Ursan exploitations.
Ursan has a fixed -2 degen: This means zealous mods activate without negative effects.
Ursan doesnt remove pre-existing stances/shouts. You can have infinite Mending Refrain.
Ursan relies on maintaining energy but it doesnt remove primary attribute effects. Paragons and Dervishes benefit heavily while being Ursan through the shouts, and enchants from monks.
A balanced Ursan should make ANY class have the same energy pool, armor, default regen, remove all existing echants/shouts/blessings and disable affects of weapons.
Look at how Dragon Arena for a BALANCED implementation of an "equalizer".

Actually the blessing removes ALL current enchants on you, please have those facts correct, chants and the such do remain.
I think a fix like stated earlier, remove all prior effects on you, that includes forms, weap spells, shouts, etc. Remove the bonuses gained by necros, dervishes and the sort, as well if someone uses zealous mods they should get the extra -pip. But the overall aspects I could see being left alone. If you remove some of the exploitable things that it wouldnt be quite as hatemongered

OK. Anybody that has said leave Ursan alone because unwanted classes now get a chance to play. It's a stupid statement with no thought, do not repeat it.
Think, if you can, for one second. WHY would, lets say mesmer, who wants to be in more parties AS A MESMER, want to use Ursan WHICH IS NOT MESMER just to play in areas he/she wants to play AS A MESMER????????
Ursan is a broken, failure, dumb skill that only leads to abuse and more general elitism. "do you have at least rank8 Ursan?" NO! >KICK< oooh yea Ursan is a great idea. I want them to nerf it so bad that when you activate it, yer instakilled. Give the so-called unwanted classes a chance and let them play. You'd probably be surprised. Some of the best PUGs I've ever played with had Mez and Paras. I've even played with some really kiler Sins.. so Ursan DIE!
There are just as many suck noob monks in this game as there are suck noob sins, but people tollerate it because its a monk.. BAH!

That mesmer that gets into parties now by playing a non-mesmer aka an Ursan - won't get into parties if Ursan is trashed.
Please share with me - why should I take a crappy PvE class such as the mesmer into my part when I can have one more paragon/warrior or a necro INSTEAD?
Just as that mesmer player thinks that he has the right to play a mesmer in PvE - I have the right to not take him with me because there are better options!
And the problem is - a lot of people will exercise that right! Just like they did BEFORE Ursan came along.

Well, I figured since they understood Call of Protection, Call of Haste, Strike as One, Symbiotic Bond, Otyugh's Cry & Predatory Bond they would understand Paragon, Warrior, etc shouts too..
