I think that WM and EvIL are in another level, it's really a competition between those two. I liked WM playstyle more, but I really can't say which one was better.

EvIL, not even a contest. If like, all of the players hadn't been drafted, they'd still be the best.
It's hard to determine who the best guild is nowadays, ever since the GWWC stopped. These MAT's and such are mostly a joke. The only guild, currently, that would have had a chance against EvIL is probably dR or DF.

Hm...difficult to say. Not going to say anything about the PvE ones as I'm unfamiliar with them and there is no real objective way to measure anyway.
Top PvP guilds would definately be:
EviL, WM, iQ and eF (and whatever other guild formed before and after eF). Think EW also deserves a spot there. I've rarely seen Te, because I could only observe them during World Championships during which I was too busy being amazed by the others.
RenO isn't there because I think it was just the best of the rest for korea. It may have been the third Korean guild, but it never left me amazed after I'd looked at one of their games.

The Finnish teams (Valandor, LuM, iB, eF, whatever guild they are on) deserve more credit than they're getting here. EvIL aside, you could make a good case for that group of players having more raw play skill than anyone else in the game.
